重慶國(guó)際生物城位于明月山以東，與廣陽(yáng)灣智創(chuàng)生態(tài)城毗鄰，處于兩江新區(qū)、重慶經(jīng)開(kāi)區(qū)、長(zhǎng)壽經(jīng)開(kāi)區(qū)等四大國(guó)家級(jí)園區(qū)環(huán)抱區(qū)域，與“長(zhǎng)江風(fēng)景眼”廣陽(yáng)島僅一山之隔，距市中心直線距離20公里，總體規(guī)劃面積約64平方公里。The park is located to the east of Mingyue Mountain, adjacent to the Guangyang Bay Smart Innovation Eco-City. It is encircled by four national parks including Liangjiang New Area, Chongqing Economic Development Zone, and Changshou Economic Development Zone, and is situated in close proximity to Guangyang Island - an eye-catching landscape on the Yangtze River with only a mountain between them. The park hosts the well-known historical and cultural town of Mudong. Additionally, There are scenic spots such as Mudong Zhongba Island and Taohua Island, the Yangtze River, Wubu River, and their six tributaries, five urban mountains, Gaofeng Lake Reservoir, and numerous ponds. These include city building, village revitalization, talent attraction, innovation promotion, as well as the integrated development of industry, city, landscape, and culture. Other areas of focus in the park include improving functions and landscapes, cultivating urban culture, upgrading modern facilities, and creating modern spaces that are suitable for work, life, entertainment, and tourism. The creation of diversified scenario production, which involves high-tech and artistic scenarios that encompass work, life, entertainment, and innovation is also a key goal of the park.

05. 征集范圍 Solicitation Scope

本次征集分為兩方面內(nèi)容：一是對(duì)重慶國(guó)際生物城64平方公里總體規(guī)劃進(jìn)行提煉整合；二是對(duì)13.47平方公里（該面積未包含生物城大道兩側(cè)區(qū)域）范圍進(jìn)行詳細(xì)城市設(shè)計(jì)。詳細(xì)城市設(shè)計(jì)分為兩個(gè)板塊，板塊1包括生物科技創(chuàng)新核心區(qū)、渝萬(wàn)高鐵國(guó)際生物城站北側(cè)區(qū)域、生物城大道沿線區(qū)域，除城市設(shè)計(jì)的基本設(shè)計(jì)要求外，該區(qū)域著重考慮場(chǎng)景營(yíng)造、城鄉(xiāng)融合、生態(tài)景觀等內(nèi)容。板塊2包括木洞古鎮(zhèn)、桃花島全域和木洞中壩島全域，除城市設(shè)計(jì)的基本設(shè)計(jì)要求外，該區(qū)域著重考慮桃花島、木洞中壩島的生態(tài)修復(fù)與古鎮(zhèn)的保護(hù)利用規(guī)劃。

This solicitation comprises two main parts as follows. Firstly, it aims to refine and integrate the overall plan for the 64-square-kilometer area of the park. Secondly, it seeks detailed urban design proposals for the 13.47-square-kilometer area (excluding the areas on both sides of the park Avenue). The detailed urban design is further divided into two sections. Section 1 concerns the core area of biotechnology innovation, the northern side of the park Station of the Chongqing-Wanzhou High-speed Railway, and the area along the park Avenue. In addition to meeting the basic design requirements of urban design, this section specifically focuses on scene creation, urban-rural integration, and ecological landscape. Section 2 includes Mudong Ancient Town, the entire area of Taohua Island, and Mudong Zhongba Island. Apart from addressing the fundamental design requirements of urban design, this section also emphasizes the ecological restoration of Taohua Island and Mudong Zhongba Island, as well as the planning for the protection and utilization of ancient towns.

The detailed urban design scope for the biotechnology innovation core area of the park encompasses a land area of 6.0 square kilometers. This includes the bio-technology innovation core area and a portion of the north side of the Chongqing-Wanzhou High-speed Railway International Biological park Station. The integrated innovation core area serves as both a public core for production services and life services. It will serve as a new demonstration of the integration of healthcare, pharmaceuticals, and medical tourism. The area will also showcase a new model of urban-rural integration development, fostering the high-quality development of biomedical research and high-end technology R&D functions. It will act as a new engine for future industries, communities, and villages, while forming a high-quality life demonstration site that embodies "Doing Research and Living in the Countryside." These efforts aim to comprehensively enhance the people's sense of gain, happiness, security, and identity. The ultimate goal is to build a beautiful home people and nature coexist harmoniously.

The specific requirements pertaining to these aspects will be specified in the detailed urban design plan.

圍繞山水融合、城鄉(xiāng)融合、產(chǎn)城景文融合，運(yùn)用場(chǎng)景營(yíng)城理念，結(jié)合現(xiàn)狀主要問(wèn)題，對(duì)已編重慶國(guó)際生物城64平方公里總體規(guī)劃進(jìn)行迭代升級(jí)和整合提煉，明確規(guī)劃目標(biāo)，對(duì)功能布局、城市形態(tài)進(jìn)行系統(tǒng)設(shè)計(jì)和通則管控，在滿足總體規(guī)劃原則的基礎(chǔ)上，確立城市空間特色，概括城市總體空間格局、景觀系統(tǒng)框架、公共空間系統(tǒng)。

By focusing on the integration of mountains and rivers, urban and rural areas, and industry, city, scenery, and culture, we aim to improve the master plan of the 64-square-kilometer park. Our objective is to establish clear planning goals and functional layouts for the city. This will be achieved by carrying out systematic design and implementing general rule management and control of the urban form. While adhering to the principles of overall planning, we will also emphasize the creation of distinctive urban spaces. To achieve this, we will define an overall urban spatial pattern, a landscape system framework, and a public space system.

（二）詳細(xì)城市設(shè)計(jì)方面

6.2 Detailed Urban Design

本次詳細(xì)城市設(shè)計(jì)對(duì)象涉及新建區(qū)、古鎮(zhèn)、島嶼等不同類型，具體設(shè)計(jì)內(nèi)容既有相同之處，又各有側(cè)重。除對(duì)土地利用、交通組織、開(kāi)放空間、建筑形態(tài)等詳細(xì)城市設(shè)計(jì)內(nèi)容進(jìn)行設(shè)計(jì)外，還需著重考慮場(chǎng)景營(yíng)造、城鄉(xiāng)融合、生態(tài)景觀等內(nèi)容。

This detailed urban design concerns various types of areas, including newly-built areas, ancient towns, and islands. The specific design content shares similarities and different emphases. Apart from designs relevant to land use, traffic organization, open space, and architectural form, it is equally crucial to prioritize scene creation, urban-rural integration, and ecological landscape.

1、板塊1包括：生物科技創(chuàng)新核心區(qū)、渝萬(wàn)高鐵國(guó)際生物城站北側(cè)部分區(qū)域和生物城大道沿線區(qū)域三個(gè)區(qū)域范圍臨近且均為新建區(qū)，其詳細(xì)城市設(shè)計(jì)內(nèi)容基本一致，主要包括以下方面。

6.2.1 The park Avenue comprises three adjacent newly-built areas（Biotechnology Innovation Core Area；A portion of the area situated on the northern side of the International Biological Park Station of the Chongqing-wanzhou High-speed Railway; The area stretches along the park Avenue）and the detailed urban design content for each area is essentially similar. The key aspects are as follows:

1）開(kāi)發(fā)強(qiáng)度方面：強(qiáng)化水岸線、山脊線、天際線管控，完善強(qiáng)度高度密度分區(qū)，充分考慮沿五布河地帶的空間秩序，體現(xiàn)建筑簇群舒朗開(kāi)敞和高低起伏的空間韻律；注重沿生物城大道以及軌道TOD周邊的城市界面和城市形態(tài)塑造，打造“錯(cuò)落有致、疏密有度、高低起伏”的城市天際線。

6.2.1.1 Development intensity：it is important to enhance the management and control of the waterfront, ridgeline, and skyline areas. This includes improving the division of intensity and height density, taking into full consideration the spatial order along the Wubu River. It is crucial to reflect the openness and dynamic nature of the building clusters, while also emphasizing the shaping of the urban interface and urban form along the park Avenue and around the Transit-Oriented Development (TOD). The goal is to create a city skyline that is "well-proportioned, dense, and dynamic".

2）建筑風(fēng)貌方面：精心設(shè)計(jì)建筑風(fēng)格，劃分建筑風(fēng)貌區(qū)，對(duì)生物城大道、濱水臨山的界面提出管控要求，對(duì)主導(dǎo)建筑色彩進(jìn)行引導(dǎo)，明確建筑第五立面控制要求，塑造“巴渝風(fēng)情、國(guó)際風(fēng)范、創(chuàng)新風(fēng)尚”的山水城市風(fēng)貌。

6.2.1.2 Architectural style: it is required to carefully design the architectural style, divide the areas into different architectural style zones, define control requirements for the interfaces of the park Avenue, waterfront areas, and the mountains and guide the dominant building colors and specify control requirements for the fifth facade of buildings, thus shaping a landscape city style that integrates "Chongqing style, international style, and innovative flavor".

3）交通體系方面：采用“小街區(qū)、密路網(wǎng)”，細(xì)化城市次支路系統(tǒng)，形成完整路網(wǎng)，并結(jié)合周邊自然山水資源、歷史文化要素、城市空間布局、目標(biāo)人群需求，構(gòu)建鄉(xiāng)野步道、濱水步道、街巷步道，布局健身、休閑、兒童娛樂(lè)等設(shè)施，整合形成連續(xù)貫通、功能復(fù)合、充滿活力的慢行系統(tǒng)。

6.2.1.3 Traffic system: it is required to utilize a "small blocks, dense road network" approach to refine the urban sub-branch system, thus creating a comprehensive road network. This also requires the integration of surrounding natural landscape resources, historical and cultural elements, urban spatial layout, and the needs of target groups and the establishment of rural wild trails, waterfront trails, street and lane trails, as well as fitness, leisure, and children's entertainment facilities. All the above-mentioned can contribute to a continuous, multifunctional, and lively slow traffic system.

4）場(chǎng)景營(yíng)造方面：以產(chǎn)城融合、產(chǎn)業(yè)優(yōu)先的重點(diǎn)功能片區(qū)作為場(chǎng)景營(yíng)造的載體，運(yùn)用“生態(tài)沁人、形態(tài)宜人、業(yè)態(tài)塑人、活態(tài)聚人、神態(tài)動(dòng)人、心態(tài)悅?cè)恕钡牧鶓B(tài)協(xié)同場(chǎng)景營(yíng)城方法，體現(xiàn)山居、丘居、湖居、田居等詩(shī)意棲居意境，并明確場(chǎng)景化片區(qū)的空間范圍、代表性場(chǎng)景位置。

6.2.1.4 Scene creation: it is required to focus on key functional areas that integrate industry and city, giving priority to industries as the foundation of scene creation. Besides, you shall utilize the principles of "ecological refreshment, pleasant shapes, vigorous business types". Therefor, the artistic city-building method can reflect the poetic dwelling concepts of mountain dwellings, hill dwellings, lake dwellings, and field dwellings. Moreover, you shall clearly define the spatial scope and representative scene locations within the scene-based area.

5）生態(tài)景觀方面：結(jié)合景觀建設(shè)需求，對(duì)五布河沿線的城景融合綠楔、自然山體、綠地公園、生物城大道等生態(tài)要素和景觀要素進(jìn)行系統(tǒng)性組織和設(shè)計(jì)，確定景觀節(jié)點(diǎn)、景觀界面等，把岸線做美，彰顯現(xiàn)代感和藝術(shù)性。精心布局重要眺望視點(diǎn)，合理控制視線通廊，將森林、濕地、農(nóng)田、江河和自然風(fēng)引入城市，讓好風(fēng)景的地方有新經(jīng)濟(jì)，好生態(tài)的地方有好發(fā)展。

6.2.1.5 Ecological landscape: it is required to systematically organize and design the urban landscape along the Wubu River, integrate green wedges, natural mountains, green parks, the park Avenue, and other ecological and landscape elements. You shall also determine landscape nodes, interfaces, and others to create a beautiful shoreline that highlights modernity and artistry, strategically position important viewpoints, control sight corridors and integrate forests, wetlands, farmland, rivers, and natural wind into the park to facilitate the economic development of scenic areas and the ecological well-being of the city.

6）城鄉(xiāng)融合方面：開(kāi)展城鄉(xiāng)融合示范設(shè)計(jì)，統(tǒng)籌布局城鎮(zhèn)建設(shè)用地與農(nóng)村建設(shè)用地，充分考慮集體經(jīng)營(yíng)性建設(shè)用地入市需求，促進(jìn)城鄉(xiāng)規(guī)劃布局、要素配置、產(chǎn)業(yè)發(fā)展、基礎(chǔ)設(shè)施、公共服務(wù)、生態(tài)保護(hù)等協(xié)同發(fā)展，構(gòu)建城鄉(xiāng)互補(bǔ)、工農(nóng)互促、全面融合、共同繁榮的城市布局“一張圖”。運(yùn)用場(chǎng)景化規(guī)劃方法，探索適應(yīng)城鄉(xiāng)融合特色的空間布局，精心繪就“在山水間研創(chuàng)、在田園里生活”的城鄉(xiāng)美美與共的和諧畫卷。

6.2.1.6 Urban-rural integration: it is required to conduct a demonstration design for urban-rural integration, coordinate the layout of urban and rural construction land, consider the market demand for collectively-operated construction land and promote coordinated development in terms of urban and rural planning layout, element allocation, industrial development, infrastructure, public services, and ecological protection. This aims to build a harmonious map of urban layout that fosters support between the industry and agriculture sectors for full integration and prosperity. You shall adopt a scene-based planning approach to explore a spatial layout that suits the characteristics of urban-rural integration, skillfully depict a harmonious picture of "Doing Research and Living in the Countryside."

2、板塊2包括：木洞古鎮(zhèn)、桃花島全域和木洞中壩島全域詳細(xì)城市設(shè)計(jì)征集內(nèi)容主要包括以下方面。

6.2.2 Section 2 includes the entirety of Taohua Island, Mudong Zhongba Island, and the detailed urban design of Mudong Ancient Town. The solicitation content focuses on the following aspects:

1） 現(xiàn)狀調(diào)研分析：對(duì)木洞古鎮(zhèn)交通情況、整體風(fēng)貌、建筑高度、開(kāi)放空間、景觀節(jié)點(diǎn)、歷史建筑保護(hù)和利用等現(xiàn)狀情況進(jìn)行摸底調(diào)查；對(duì)桃花島和木洞中壩島的資源稟賦、入島交通、市政設(shè)施、現(xiàn)狀建筑、島民居住、土地利用和生態(tài)問(wèn)題等內(nèi)容進(jìn)行調(diào)研。

6.2.2.1 Current situation investigation: You shall conduct a comprehensive assessment of the overall architectural style, building height, open spaces, landscape nodes, as well as the protection and utilization of historical buildings You shall also conduct. extensive research on the resource endowment, transportation, municipal facilities, existing buildings, local residents' residences, land utilization, and ecological concerns of Taohua and Zhongba Island Island in Mudong.

2） 生態(tài)修復(fù)與保護(hù)利用規(guī)劃：對(duì)木洞古鎮(zhèn)的空間形態(tài)、整體風(fēng)貌、開(kāi)放空間等詳細(xì)城市設(shè)計(jì)內(nèi)容做出具體安排；結(jié)合桃花島和木洞中壩島現(xiàn)狀調(diào)研情況，對(duì)兩島的功能布局、交通系統(tǒng)、城鄉(xiāng)統(tǒng)籌等內(nèi)容做出具體安排，對(duì)現(xiàn)狀土地利用布局進(jìn)行優(yōu)化，提出耕地優(yōu)化方案，對(duì)島內(nèi)“山水林田湖草沙”等生態(tài)要素提出保護(hù)修復(fù)措施。對(duì)“一鎮(zhèn)兩島”提出開(kāi)發(fā)利用原則、分期開(kāi)發(fā)建議、具體管控要求和管理措施。

6.2.2.2 Planning of Ecological restoration, protection, and utilization: You shall offer specific arrangements for the detailed urban design content of Mudong Ancient Town including spatial form, overall style, and open spaces and propose principles for development and utilization,.Based on the investigation of Taohua Island and Mudong Zhongba Island 's current situation, you shall provide specific arrangements for the functional layout, transportation system, and urban-rural coordination of both islands. It is a need to optimize the existing land use layout and propose an optimized plan for cultivated land. This shall include measures for preserving and restoring ecological elements such as mountains, rivers, forests, fields, lakes, grasslands, and sand on the islands. Additionally, phased development suggestions, specific control requirements, and management measures for the integrated development of "two islands and one town".

07. 申請(qǐng)人資格 Applicant Qualifications（一）參賽申請(qǐng)人須是國(guó)內(nèi)外合法注冊(cè)的獨(dú)立法人企業(yè)或機(jī)構(gòu)，且具備如下條件：

7.1 Applicants must be legally registered independent legal entities or organizations in China or abroad and meet the following conditions:

1、中華人民共和國(guó)境內(nèi)應(yīng)征機(jī)構(gòu)須具備城鄉(xiāng)規(guī)劃甲級(jí)資質(zhì)和建筑行業(yè)(建筑工程) 設(shè)計(jì)甲級(jí)資質(zhì)。境外機(jī)構(gòu)須在其所在國(guó)家或地區(qū)具有合法營(yíng)業(yè)范圍，并具有我國(guó)境內(nèi)合法經(jīng)營(yíng)和設(shè)計(jì)許可。

7.1.1 Domestic agencies in the People's Republic of China must have Grade A qualifications in urban-rural planning and Grade A qualifications in the construction industry (architectural engineering design)，while overseas agencies must have a legal business scope in their own country or region, as well as legal operating and design licenses in China.

2、本項(xiàng)目鼓勵(lì)與專業(yè)產(chǎn)業(yè)策劃團(tuán)隊(duì)、具有生態(tài)修復(fù)經(jīng)驗(yàn)的團(tuán)隊(duì)聯(lián)合報(bào)名，聯(lián)合體成員不得超過(guò)3家，且各方不得再單獨(dú)以自己名義，或與另外應(yīng)征機(jī)構(gòu)組成聯(lián)合體報(bào)名。境外應(yīng)征機(jī)構(gòu)聯(lián)合境內(nèi)應(yīng)征機(jī)構(gòu)的，境內(nèi)應(yīng)征機(jī)構(gòu)資質(zhì)要求同上。港澳臺(tái)應(yīng)征機(jī)構(gòu)的資格要求參照境外應(yīng)征機(jī)構(gòu)資格要求的規(guī)定。

7.1.2 We encourage joint applications with professional industrial planning teams and those with ecological restoration experience. The consortium should consist of no more than three members, and each party should not individually or form another consortium with other applicants. If an overseas agency forms a consortium with a domestic agency, the domestic agency must meet the same qualification requirements as stated above. The qualification requirements for agencies from Hong Kong (China), Macau (China), and Taiwan (China) shall refer to the requirements for overseas agencies.

3、應(yīng)征機(jī)構(gòu) （含聯(lián)合體） 應(yīng)有與本項(xiàng)目相類似的產(chǎn)業(yè)策劃、城市設(shè)計(jì)、園林景觀和生態(tài)修復(fù)項(xiàng)目經(jīng)驗(yàn) (須提供自 2018年1月1日起的同類項(xiàng)目設(shè)計(jì)業(yè)績(jī))。

7.1.3 The applicant agency (including the consortium) shall have experience in similar industrial planning, urban design, landscape architecture, and ecological restoration projects (and shall provide design achievements of similar projects since January 1, 2018).

4、法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人、母公司、全資子公司及其控股公司，視為同一申請(qǐng)人，不可同時(shí)報(bào)名。

7.1.4 If the legal representative is the same person for two or more legal entities, parent companies, wholly-owned subsidiaries, or holding companies, they will be considered as the same applicant and cannot apply simultaneously.

5、本次征集活動(dòng)不接受個(gè)人或個(gè)人組合的報(bào)名。

7.1.5 This solicitation does not accept individual or individual group applications.

（二）聯(lián)合體成員需簽署具法律效用的《聯(lián)合體協(xié)議》，明確聯(lián)合體各方在本次方案競(jìng)賽中的分工、比重和牽頭單位。

7.2 Consortium members need to sign a legally binding "Consortium Agreement" to clarify the division of labor, proportion, and leading unit of the consortium in this event.

（三）申請(qǐng)人團(tuán)隊(duì)配置應(yīng)包含產(chǎn)業(yè)策劃、城鄉(xiāng)規(guī)劃、生態(tài)修復(fù)、交通規(guī)劃、景觀設(shè)計(jì)、建筑設(shè)計(jì)等相關(guān)專業(yè)。

7.3 The applicant team should include professionals in industrial planning, urban-rural planning, ecological restoration, transportation planning, landscape design, architectural design, and related fields.

（四）參與本次方案征集的主要設(shè)計(jì)人員應(yīng)為其所屬設(shè)計(jì)單位的在冊(cè)人員。申請(qǐng)人須確定1名主創(chuàng)設(shè)計(jì)師，若主創(chuàng)設(shè)計(jì)師具有主持過(guò)同類型項(xiàng)目經(jīng)驗(yàn)（含國(guó)內(nèi)外生物城、科創(chuàng)城類規(guī)劃設(shè)計(jì)項(xiàng)目和生態(tài)修復(fù)類項(xiàng)目）將優(yōu)先考慮。主創(chuàng)設(shè)計(jì)師須全程參與本次方案征集，包括出席現(xiàn)場(chǎng)踏勘、項(xiàng)目啟動(dòng)會(huì)、答疑會(huì)及方案評(píng)審會(huì)。未經(jīng)主辦單位同意，擅自更換主創(chuàng)設(shè)計(jì)師或缺席上述會(huì)議的，主辦方有權(quán)取消參選資格。

7.4 The main designers participating in this solicitation should be registered personnel of their respective design units. The applicant must designate one chief designer, and if the chief designer has experience in leading similar projects (including planning and design projects for biological parks, science and technology innovation cities, and ecological restoration projects both at home and abroad), they will be given priority consideration. The chief designer must participate in the entire design solicitation process, including site visits, project kick-off meetings, Q&A sessions, and review meetings. Without the organizer's consent, any unauthorized replacement of the chief designer or absence from the aforementioned meetings may result in disqualification by the organizer.

08. 征集規(guī)則 Solicitation Rules

（一）本次征集分為3個(gè)階段。第一階段為資格預(yù)審階段；第二階段為方案設(shè)計(jì)階段；第三階段為方案評(píng)審階段。

8.1 This solicitation is divided into 3 stages as follows: the first stage-the qualification pre-screening stage; the second stage-the design stage; the third stage-the review stage.

（二）資格預(yù)審委員會(huì)對(duì)申請(qǐng)人的報(bào)名材料進(jìn)行資格預(yù)審，從中遴選出3個(gè)入圍單位和2個(gè)備選單位。

8.2 The qualification screening Committee will conduct a qualification pre-screening review of the applicants' registration materials and select three shortlisted units and two alternative units from them.

（三）主辦單位將對(duì)各入圍方案進(jìn)行方案評(píng)審，方案專家評(píng)審委員會(huì)由不少于7名專家組成，根據(jù)專家評(píng)審結(jié)果形成推薦方案，經(jīng)行政審定會(huì)最終確定1個(gè)中選方案（一等獎(jiǎng)）、2個(gè)優(yōu)秀獎(jiǎng)。

8.3 The organizer will conduct a design review of the shortlisted proposals. The Proposal Expert Review Committee, composed of no fewer than 7 experts, will evaluate the proposals and recommend a preferred proposal based on the expert evaluation results. The recommended proposal will then be subjected to final approval at an administrative review meeting. Ultimately, one selected proposal (first prize) and two outstanding proposals will be determined.

09. 獎(jiǎng)金設(shè)置 Bonus 

（一）根據(jù)專家評(píng)審結(jié)果形成推薦方案，經(jīng)行政審定會(huì)最終確定1個(gè)中選方案。中選單位獲得后續(xù)深化設(shè)計(jì)合同，合同總價(jià)為450萬(wàn)元，其他單位獲得一次性獎(jiǎng)金120萬(wàn)元。

9.1 Based on the expert evaluation results, a recommended proposal will be formed and ultimately determined as the selected proposal at the administrative review meeting. The selected unit will be awarded a subsequent contract for detailed design, with a total contract value of 4.5 million yuan. Other units will receive a one-time bonus of 1.2 million yuan.

（二）如因中選單位的原因（如放棄合同簽訂資格、因不可抗力不能履行合同、或被查實(shí)存在影響評(píng)審結(jié)果的違法行為等情形）不符合簽訂合同條件的，主辦單位可以與其余候選單位進(jìn)行合同談判，以確定合同簽訂單位。

9.2 If the selected unit is unable to meet the contract signing conditions due to reasons such as forfeiting the qualification to sign the contract, inability to fulfill the contract due to force majeure, or being found to have engaged in illegal activities that impact the review results, the organizer may enter into contract negotiations with the remaining candidate units to determine the contracting party.

（三）方案征集過(guò)程中發(fā)生的一切費(fèi)用及有關(guān)稅費(fèi)，由設(shè)計(jì)單位自行負(fù)責(zé)。

9.3 The design unit itself shall bear all costs andrelated taxes and fees incurred during the proposal solicitation process.

10. 成果要求 Achievement Requirements（一）資格預(yù)審階段

10.1 Qualification Pre-screening

報(bào)名資料包括征集報(bào)名表、商業(yè)登記/營(yíng)業(yè)執(zhí)照、資質(zhì)證書、法定代表人授權(quán)委托書、聯(lián)合體協(xié)議書、設(shè)計(jì)機(jī)構(gòu)相關(guān)業(yè)績(jī)介紹、主創(chuàng)設(shè)計(jì)師業(yè)績(jī)介紹、團(tuán)隊(duì)人員構(gòu)成安排及其他有幫助的資料（如獲獎(jiǎng)證明及榮譽(yù)等）文件。（詳見(jiàn)附件要求）

The application materials shall include the solicitation application form, business registration/business license, qualification certificate, power of attorney issued by the legal representative, consortium agreement, performance introduction of the design agency and chief designer, team composition arrangement, as well as any additional items such as award certificates and honors. Please refer to the attachments for further details.

報(bào)名資料包括電子文件和紙質(zhì)文件兩部分，并統(tǒng)一封裝在文件袋中，文件袋封面須注明項(xiàng)目名稱和申請(qǐng)人名稱，加蓋單位公章，并由法定代表人或其授權(quán)代表簽字。若為聯(lián)合體的，需加蓋聯(lián)合體各方公章。其中，紙質(zhì)文件應(yīng)提交2份，并采用豎版A4規(guī)格（建議膠狀，單獨(dú)成冊(cè)；不建議使用硬皮或鐵線圈裝訂），電子文件應(yīng)以U盤形式提交。（詳見(jiàn)附件要求）

The application materials consist of both electronic and paper documents, which must be packaged in a document bag that bears the project and applicant names on the cover. The paper documents should be stamped with the official seal of the unit, and signed by the legal representative or his authorized representative. In the case of a consortium, the official seals of all parties involved must be affixed. Two copies of the paper documents should be submitted and should have vertical A4 dimensions; these must be packaged in a separate book using glue instead of hard leather or iron coil binding. Electronic documents should be submitted on a USB disk. Please refer to the attachments for further details.

（二）方案征集階段

10.2 This solicitation stage

1、設(shè)計(jì)文本 Design text

設(shè)計(jì)文本包含設(shè)計(jì)說(shuō)明和圖紙，需提交正本2份（封面加蓋公章），副本20份，規(guī)格為A3（297mm×420mm），軟皮膠裝，建議雙面打印。其中，總體鳥瞰效果圖不少于2張，節(jié)點(diǎn)透視效果圖不少于3張。

10.2.1 The design text includes design instructions and drawings. 2 originals (with official seal on the cover) and 20 copies; A3 (297mm×420mm)；soft leather binding and double-sided printing. There are no less than 2 overall bird's-eye view renderings, and no less than 3 node perspective renderings.

2、展板 Exhibition board

設(shè)計(jì)成果選擇主要內(nèi)容展示，提供展板一套6張，規(guī)格為1189mm*841mm，統(tǒng)一采用豎向排版，并應(yīng)用阿拉伯?dāng)?shù)字在圖板的右下角排序編號(hào)。

10.2.2 To select the main content of the design results for display; a set of 6 display boards; 1189mm*841mm; vertical layout uniformly; Arabic numerals to sort and number at the lower right corner of the drawing board.

3、演示文件 PowerPoint

各單位需提供不超過(guò)13分鐘的多媒體文件（含3分鐘三維動(dòng)畫視頻）。

10.2.3 Each unit is required to provide a multimedia file that does not exceed 13 minutes in length, including a 3-minute 3D animated video.

4、模型 Model

各單位需制作生物科技創(chuàng)新核心區(qū)和渝萬(wàn)高鐵國(guó)際生物城站北側(cè)部分區(qū)域三維模型（比例1:2000）。

10.2.4 Each unit is required to create a 3D model (scale 1:2000) of the core area for biotech innovation and the northern section of the Yuzhong-Wanzhou High-Speed Railway International Biological Park Station.

5、電子文件 Electronic documents

10.3 Proposal Refinement

深化設(shè)計(jì)單位在吸收各方案亮點(diǎn)的基礎(chǔ)上，形成可納入詳細(xì)規(guī)劃的城市設(shè)計(jì)成果，成果內(nèi)容需滿足《重慶市城市設(shè)計(jì)編制技術(shù)指南》，并根據(jù)成果編制形成片區(qū)城市設(shè)計(jì)導(dǎo)則。

The proposal refinement design unit can develop detailed urban design planning based on the highlights of each scheme. The content of the results must comply with the "Technical Guidelines for Compilation of Urban Design in Chongqing". Subsequently, urban design guidelines for the area can be produced based on the results.

（二）資料提交：遞交資格預(yù)審報(bào)名文件截止時(shí)間為2023年7月21日17時(shí)（以郵寄到達(dá)時(shí)間為準(zhǔn)），地點(diǎn)為重慶鼎石建筑規(guī)劃設(shè)計(jì)有限公司（詳細(xì)地址：重慶市渝北區(qū)星光五路3號(hào)中興綜合樓一期）。本次競(jìng)賽不接受網(wǎng)上郵件報(bào)名，逾期送達(dá)或者未送達(dá)指定地點(diǎn)的將不予受理。電子文件應(yīng)同步發(fā)送至組織單位指定郵箱（824406433@qq.com、851049589@qq.com）。

（一）本次國(guó)際征集公告采用中英文對(duì)照格式，當(dāng)中英文內(nèi)容不一致時(shí)，以中文為準(zhǔn)。

15.1 This international solicitation announcement is presented in both Chinese and English. In the event of any inconsistency between the two languages, the Chinese version shall prevail.

（二）本次國(guó)際征集階段時(shí)長(zhǎng)約90天；深化整合階段時(shí)長(zhǎng)約60天。

15.2 The duration of the international solicitation stage is approximately 90 days, and the integration and deepening stage is approximately 60 days.

（三）主辦單位的日程安排時(shí)間均以中國(guó)北京時(shí)間為準(zhǔn)。主辦單位可對(duì)具體時(shí)間節(jié)點(diǎn)和會(huì)議形式作適時(shí)調(diào)整，并及時(shí)通知設(shè)計(jì)機(jī)構(gòu)。

15.3 The schedule of the hosting unit is based on Beijing time, China. The hosting unit may make timely adjustments to specific timing and meeting formats and will notify the design organizations promptly.

（四）獲得正式邀請(qǐng)函的設(shè)計(jì)機(jī)構(gòu)主創(chuàng)設(shè)計(jì)師與主要設(shè)計(jì)人員須親自參與啟動(dòng)會(huì)現(xiàn)場(chǎng)踏勘、方案評(píng)審、深化階段主要會(huì)議的交流與匯報(bào)，并用中文進(jìn)行匯報(bào)。

15.4 Design organizations that receive formal invitation letters must ensure that the lead designers and key personnel participate in site surveys, proposal evaluations, and exchanges and reports during the deepening stage meetings in person. The presentations should be conducted in Chinese.

（五）凡報(bào)名參加本次活動(dòng)的設(shè)計(jì)機(jī)構(gòu)，均被視為同意并接受本次活動(dòng)規(guī)則以及各階段相應(yīng)的文件及其補(bǔ)充（修改）文件和澄清文件之全部?jī)?nèi)容及條款。

15.5 All design organizations that participate in this event are deemed to have agreed to and accepted the rules of this activity, as well as the contents and provisions of all relevant documents and supplementary (amendment) documents and clarifications throughout each stage.

（六）應(yīng)征設(shè)計(jì)機(jī)構(gòu)聯(lián)合體需保證所有報(bào)名材料真實(shí)、合法和有效，并承擔(dān)相關(guān)法律責(zé)任。
