昆明國(guó)家高新區(qū)關(guān)于面向全球公開(kāi)征集園區(qū)形象標(biāo)識(shí)（LOGO）的公告

為進(jìn)一步加強(qiáng)昆明國(guó)家高新區(qū)規(guī)范化建設(shè)，充分展現(xiàn)園區(qū)良好形象，不斷提升園區(qū)對(duì)外知名度和影響力，經(jīng)研究決定，現(xiàn)面向社會(huì)公開(kāi)征集昆明國(guó)家高新區(qū)形象標(biāo)識(shí)（LOGO）。有關(guān)事項(xiàng)公告如下：

一、園區(qū)簡(jiǎn)介

昆明高新區(qū)是1992年經(jīng)國(guó)務(wù)院批準(zhǔn)成立的云南省首個(gè)國(guó)家級(jí)高新技術(shù)產(chǎn)業(yè)開(kāi)發(fā)區(qū)?，F(xiàn)由西區(qū)（五華黑林鋪片區(qū)）5平方公里和東區(qū)（呈貢馬金鋪片區(qū)）105.3平方公里組成。建區(qū)以來(lái)，昆明高新區(qū)秉承“發(fā)展高科技、實(shí)現(xiàn)產(chǎn)業(yè)化”的宗旨，全面加快開(kāi)發(fā)建設(shè)，大力推動(dòng)產(chǎn)業(yè)聚集，持續(xù)提升創(chuàng)新能力，不斷壯大經(jīng)濟(jì)規(guī)模，為促進(jìn)高新技術(shù)產(chǎn)業(yè)化、推進(jìn)發(fā)展方式轉(zhuǎn)變、帶動(dòng)區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展作出了應(yīng)有貢獻(xiàn)。是全國(guó)首批國(guó)家生物產(chǎn)業(yè)基地之一（云南省唯一），先后被國(guó)家有關(guān)部委批準(zhǔn)為“國(guó)家創(chuàng)新型特色園區(qū)試點(diǎn)”“國(guó)家知識(shí)產(chǎn)權(quán)試點(diǎn)園區(qū)”等。

二、作品要求

（一）緊緊圍繞園區(qū)“生物醫(yī)藥大健康、金屬新材料、IT和現(xiàn)代服務(wù)業(yè)”等三大主導(dǎo)產(chǎn)業(yè)定位，充分體現(xiàn)其理念內(nèi)涵。

（二）LOGO要主題鮮明、形象生動(dòng)、具有較強(qiáng)科技感、識(shí)別性和辨識(shí)度，易懂、易記。創(chuàng)意新穎、富有時(shí)代氣息，整體效果大氣、時(shí)尚、簡(jiǎn)約。如配有文字，請(qǐng)合理選擇字體、字形、顏色、筆畫，與LOGO能夠有機(jī)結(jié)合。

（三）構(gòu)圖新穎、設(shè)計(jì)簡(jiǎn)潔，能適用于文件、傳統(tǒng)媒體、新媒體、宣傳用品等各種場(chǎng)合和載體。

（四）作品必須為原創(chuàng)，禁止抄襲、剽竊他人的作品。

（五）參選作品或任何用于創(chuàng)作參選作品的素材均不得侵犯第三方的任何著作權(quán)、商標(biāo)權(quán)、專有權(quán)利或其他權(quán)利，因作品侵權(quán)產(chǎn)生的法律責(zé)任由投稿者本人承擔(dān)。

（六）作品設(shè)計(jì)以A4幅面白底繪制，作品須為矢量圖，需同時(shí)提供可供輸出的電子文件，存儲(chǔ)為JPG或TIF格式，分辨率不低于300dpi。除設(shè)計(jì)圖案，每件作品需配200字左右的文字說(shuō)明，簡(jiǎn)要闡述標(biāo)識(shí)的設(shè)計(jì)思路、理念、含義等。

三、投稿方式

有意投稿者請(qǐng)將參與作品以電子版形式發(fā)至電子郵箱275609771@qq.com。提交作品時(shí)請(qǐng)同時(shí)提供創(chuàng)作者真實(shí)名稱、聯(lián)系電話、通訊方式等信息資料，并將郵件名稱標(biāo)注為“昆明高新區(qū)形象LOGO標(biāo)識(shí)征集報(bào)名作品”字樣。

四、征集活動(dòng)

（一）主辦單位：昆明國(guó)家高新區(qū)黨工委、管委會(huì)

（二）征集時(shí)間：2020年3月1日-31日

（三）征集范圍：面向社會(huì)公開(kāi)征集，單位、團(tuán)隊(duì)和個(gè)人均可參加。

（四）作品評(píng)選：2020月4月1日-30日，主辦單位按照公開(kāi)、公正、擇優(yōu)原則組織開(kāi)展評(píng)選工作。

1. 初選。主辦單位組織有關(guān)部門將征集到的參選作品進(jìn)行初步甄選，篩選出符合征集條件的20件作品。

2. 投票。在昆明國(guó)家高新區(qū)官網(wǎng)和微信公眾號(hào)開(kāi)設(shè)網(wǎng)上投票通道，對(duì)20件入圍作品進(jìn)行投票，投票分?jǐn)?shù)占總分20%。網(wǎng)絡(luò)投票總票數(shù)最高作品為20分，投票票數(shù)第二的作品為19分，投票票數(shù)第三至第十九的作品依次減1分，投票票數(shù)第二十的作品為1分。

3. 評(píng)審。由主辦單位組織專家進(jìn)行評(píng)審，評(píng)審采取100分制。計(jì)算方式為：投票得分+專家評(píng)審分×80%，總得分保留小數(shù)點(diǎn)后兩位數(shù)。作品得分相同時(shí)以網(wǎng)絡(luò)投票分?jǐn)?shù)高低為最終排序依據(jù)，評(píng)出一、二、三等獎(jiǎng)。

4. 公示。評(píng)選結(jié)果將在昆明國(guó)家高新區(qū)官網(wǎng)、官方微信公眾號(hào)、官方微博、官方今日頭條號(hào)進(jìn)行公示。

五、有關(guān)事項(xiàng)

（一）本次活動(dòng)的入選作品，其知識(shí)產(chǎn)權(quán)和使用權(quán)歸主辦單位所有，獲獎(jiǎng)個(gè)人或單位不得自行使用或者轉(zhuǎn)讓。主辦單位有權(quán)對(duì)入選作品進(jìn)行修改、再設(shè)計(jì)、注冊(cè)、展示、出版及其他形式的宣傳、使用等。作品一經(jīng)采用，入選設(shè)計(jì)者有義務(wù)根據(jù)有關(guān)評(píng)審意見(jiàn)修改完善，并按要求提供完整、詳細(xì)的設(shè)計(jì)說(shuō)明方案。征集結(jié)果公布后，未經(jīng)采用的作品可自行處理。

Announcement of Kunming National High-tech IndustrialDevelopment Zone on Collecting the Zone Logo from the Public

In order to further strengthen that standardized construction of the Kunming National High-tech Industrial Development Zone, fully display the good image of the zone, and continuously enhance the awareness and influence of the zone, it is decided to collect the zone logo from the public upon discussion. Relevant matters are announced as follows:

I. Introduction to the Zone

Established in 1992, Kunming National High-tech Industrial Development Zone is the province’s first national high-tech industrial development zone approved by the State Council. The zone consists of two parts, a 5-sq-km built-up area in Heilinpu sub-district, Wuhua district and an 105.3-sq-km high-tech industrial base in the Majinpu sub-district, Chenggong district. Since the establishment of the zone, adhering to the tenet of "developing high-tech and realizing industrialization," the zone has made due contributions to industrialization of high-tech, the transformation of development mode and the coordinated development of regional economy by pushing the development of high-tech industries, vigorously promoting industry agglomeration, continuously increasing creativity and expanding economic scale. As one of the first national biological industrial bases in China (the only one in Yunnan province), the zone has been approved by the relevant ministries and commissions as "Pilot for National Innovative Characteristic Zone" and "National Demonstrative Zone for Intellectual Property."

II. Requirements for Works

（I）The logo shall center around the three leading industries in the zone, including "Big Health of Biomedicine, New Metal Materials, IT and Modern Service Industry," and fully reflect the concept and connotation of the zone.

（II）Logo shall be characterized by distinctive theme, vivid image, strong technological sense and strong identity, and be easy to understand and remember. It shall also be creative, novel, contemporary. And the overall effect shall be fashionable and simple. If words are designed in the logo, please choose a reasonable font, color, stroke that naturally fit the logo.

（III）The composition shall be novel and concise, and the logo can be used in various occasions and carriers such as documents, traditional media, new media and promotional articles.

（IV）The work must be original, and plagiarizing the works of others is not allowed.

（V）The candidate works or any materials used to in the candidate works shall not infringe any copyright, trademark right, proprietary right or other rights of the third party, and the legal liability arising from the infringement of the works shall be borne by the contributor himself.

（VI）The work shall be drawn on a white background of A4 size, and the work shall be a vector drawing. The electronic files shall be provided at the same time, saving as the JPG or TIF with the resolution not lower than 300dpi. In addition to the design involved, each work should be accompanied by a text description with about 200 words, briefly describing the ideas, concepts and meanings for the logo design.

III. Contribution Method

Interested contributors should send the works to the email 275609771@qq.com in the electronic format. Please provide the real name, contact number, communication method and other information when submitting the works. IV. Work Collection

（I）Sponsor: Party Working Committee and Management Committee of Kunming National High-tech Industrial Development Zone

（II）Time of collection: March 1-31, 2020

（III）Participants: The collection is open to the public, and companies, teams and individuals can participate in the event.

（IV）Selection of works: From April 1 to 30, 2020, the Sponsor will select the works based on the principle of openness, impartiality and quality.

1. Primary selection. The Sponsor will organize relevant departments to select 20 works that meet the requirements above.

2. Vote. An online voting channel will be opened in the official website and WeChat official account of Kunming National High-tech Industrial Development Zone to vote on 20 works selected. The voting score will account for 20% of the final score. The work with highest number of online votes scores 20, and the one with second highest number of votes scores 19. The scores for the works with the number of votes ranking third to the nineteenth shall be reduced by 1 point in sequence, and 1 for the work with the number of votes ranking the twentieth.

3. Review. The Sponsor will organize experts to review the works based on a 100-point system. The final score of work will be calculated in the following way: voting score + expert review score × 80%, and the final total score shall be double digits after the decimal point. V. Relevant Matters

（I）The intellectual property rights of and the right to use the selected works shall belong to the Sponsor, and the winners shall not use or transfer the works on its own. The Sponsor has the right to modify, re-design, register, display, publish and promote and use the selected works in other ways. Once the works are adopted, their designers shall be obliged to modify and perfect the works according to relevant review opinions, and provide complete and detailed design plans as required. After the results are published, the works not selected by the Sponsor may be disposed of by the owners.

（II）No fee will be charged for this event. All works submitted will not be returned, and the contributors shall keep the pictures and originals for verification.

（III）Any contributor who has submitted the works to the Sponsor shall be deemed to have accepted all the terms and conditions of this Announcement, and the Sponsor shall have the final right to interpret this event.
