The Sanjiangkou area is where three rivers converge,three mountains embrace each other,and three places meet,witnessing a glorious history from ancient commerce to modern viable economic development.Now,relying on the advantages of the integration of the two stations,we warmly invite outstanding planners and architects at home and abroad to bring together global wisdom to discuss the development plan of industrial and urban spatial integration in Sanjiangkou region,and propose the suitable urban positioning and development direction,to jointly design Sanjiang Future City which carries the outward expansion of the city center,the integration of industry and city,and ecological harmony,and finally integrate and reshape the urban planning and urban function layout of the region,depict the new chapter of Taizhou central city with coexistence,organicity,and co-prosperity.

Taizhou Sanjiangkou area is located at the confluence of Lingjiang River,Jiaojiang River and Yongningjiang River,the junction of Jiaojiang District,Huangyan District and Linhai City,the place between two stations,Taizhou Railway Station and Taizhouxi Railway Station.See the map below for details.

在三江口區(qū)域，三江相匯、三山相擁、三地交融。早在明清時(shí)期，商貿(mào)便在此聚集、興盛；近代，江口港在此修建，航運(yùn)在此蓬勃；如今，民營(yíng)企業(yè)又在此繁榮發(fā)展；未來(lái)，三地交融的三江口區(qū)域，將依托臺(tái)州站和臺(tái)州西站兩站融合之利，承載匯集各項(xiàng)資源要素，迎來(lái)新時(shí)代城市與產(chǎn)業(yè)發(fā)展的新契機(jī)。
三江口區(qū)域的未來(lái)，不僅承載著流域的匯合、文化的匯聚、生活生產(chǎn)的融合的使命，也為規(guī)劃師、建筑師、設(shè)計(jì)師們提供對(duì)未來(lái)城市、產(chǎn)業(yè)、人文、生態(tài)合力發(fā)展模式進(jìn)行探索的舞臺(tái)。
The Sanjiangkou area is where three rivers meet,three mountains embrace,and three territories intersect.During the Ming and Qing dynasties,it was a bustling hub for commerce.In modern times,with the development of Jiangkou Port,maritime activities have flourished here.Nowadays,private enterprises are flourishing here.In the future,the Sanjiangkou area,which is at the junction of three territories,will take advantage of the integration of Taizhou Railway Station and Taizhouxi Railway Station to gather various resources and usher in new opportunities for urban and industrial development in the new era.
The future of the Sanjiangkou area will not only carries the mission of converging watersheds,gathering cultures,and integrating life and production,but also provides a stage for planners,architects,and designers to explore collaborative development models for future cities,industries,humanities,and ecology.

To create an energy field for industrial and economic development
重塑產(chǎn)城空間新格局，實(shí)現(xiàn)“產(chǎn)城融合、生態(tài)諧和”的綠色場(chǎng)景。
Reshape the new spatial pattern to realize the green scene of"industry-city integration and ecological harmony".

統(tǒng)籌生產(chǎn)、生活、生態(tài)三大空間，塑造更具魅力的臺(tái)州未來(lái)城市空間發(fā)展典范。
Coordinate the three major spaces of production,living and ecology,and shape a more attractive model of Taizhou's future urban spatial development.
本次競(jìng)賽針對(duì)2個(gè)不同的設(shè)計(jì)任務(wù)，劃定如下2個(gè)范圍：
This competition addresses 2 distinct design tasks,delineating the following 2 scopes:
1）三江口區(qū)域概念規(guī)劃范圍：西至甬臺(tái)溫高速鐵路，東至杭紹臺(tái)高速鐵路，北至椒北快速路，南至黃巖區(qū)行政邊界，總面積約55平方公里。（如下圖紅色虛線所示的范圍。）
2）核心區(qū)城市設(shè)計(jì)范圍：西至S38臺(tái)州市區(qū)支線，東至椒江區(qū)行政邊界，北至規(guī)劃界線，南至黃巖區(qū)行政邊界，總面積約28.7平方公里。（如下圖黃色虛線所示的范圍。）
1)Scope of Conceptual Planning of the Sanjiangkou Area:
West to Ningbo-Taizhou-Wenzhou High-speed Railway,east to Hangzhou-Shaoxing-Taizhou High-speed Railway,north to Jiaobei Expressway,south to the administrative boundary of Huangyan District,with a total area of about 55 square kilometers.(As indicated by the red dashed lines in the diagram below.)
2)Scope of Urban Design of the Core Area:
West to the branch line of S38 Taizhou City,east to the administrative boundary of Jiaojiang District,north to the planning boundary,and south to the administrative boundary of Huangyan District,with a total area of about 28.7 square kilometers.(As indicated by the yellow dashed lines in the diagram below.)

（Competition Scope）
本次競(jìng)賽分為如下2個(gè)設(shè)計(jì)任務(wù)：
The competition task is divided into 2 parts as follows:
1）三江口區(qū)域概念規(guī)劃Conceptual Planning of the Sanjiangkou Area
對(duì)55平方公里的三江口區(qū)域概念規(guī)劃范圍，實(shí)施區(qū)域概念規(guī)劃設(shè)計(jì)工作并編制完整的概念規(guī)劃方案。要求基于三江口區(qū)域的產(chǎn)業(yè)基礎(chǔ)、椒（靈）江水系文化基因，構(gòu)建賦能新時(shí)代民營(yíng)經(jīng)濟(jì)活力，產(chǎn)業(yè)、生活、生態(tài)、人文和合共榮的城市空間。借鑒國(guó)際先進(jìn)產(chǎn)業(yè)都市的發(fā)展理念，從宏觀層面提出總體規(guī)劃路徑和城市產(chǎn)業(yè)發(fā)展策略，落實(shí)總體空間引導(dǎo)，營(yíng)造城市產(chǎn)業(yè)空間和公共開(kāi)放空間，構(gòu)建多元交通體系，并提出總體實(shí)施計(jì)劃。
For the 55 square kilometers Conceptual Planning Area in Sanjiangkou,the participating units are required to conduct regional conceptual planning and design,and prepare a comprehensive conceptual planning proposal.Based on the industrial base of the Sanjiangkou area and the cultural genes of the Jiaojiang(Lingjiang)River watershed,the participating units are required to build an urban space that empowers the vitality of the private economy in the new era,with industry,life,ecology,humanity and total prosperity.Referring to international advanced industrial cities,the participating units will propose the master planning path and urban industrial development study from the macro level,implement the overall spatial guidance,create urban industrial space and public open space,build a diversified transportation system,and propose a general implementation plan.
2）核心區(qū)城市設(shè)計(jì)Urban Design of the Core Area
對(duì)28.7平方公里的核心區(qū)城市設(shè)計(jì)范圍，實(shí)施城市設(shè)計(jì)工作并編制完整的城市設(shè)計(jì)方案。要求響應(yīng)“匯·合”的核心思想，承接概念規(guī)劃的理念，彰顯三江口地區(qū)民營(yíng)經(jīng)濟(jì)產(chǎn)業(yè)特色，具體包括但不限于城市空間結(jié)構(gòu)與功能分區(qū)、產(chǎn)業(yè)發(fā)展策略、功能業(yè)態(tài)細(xì)化、空間形態(tài)設(shè)計(jì)、公共開(kāi)放空間設(shè)計(jì)等內(nèi)容。
For the 28.7 square kilometers Urban Design Area in Sanjiangkou:the participating units are required to implement urban design task and prepare a complete urban design proposal for the designated area.The design should respond to the core idea of"HE",deepen the conceptual planning and highlight the characteristics of private economy industry in Sanjiangkou area.The work includes,but is not limited to,urban space structure and functional zoning,industrial development strategy,refinement of functional mode,spatial form design,public open space design,etc.
*競(jìng)賽賽程最終以組織單位發(fā)布的公告或通知為準(zhǔn)
*The competition schedule is subject to the announcement or notification issued by the organizations.
費(fèi)用總金額為1510萬(wàn)元，其中國(guó)際競(jìng)賽階段獎(jiǎng)金為860萬(wàn)元，成果深化與規(guī)劃顧問(wèn)費(fèi)用為650萬(wàn)元。以上費(fèi)用均含稅，以人民幣結(jié)算。具體分配如下：
第一名獎(jiǎng)金（1家）：260萬(wàn)元（含稅）
第二名獎(jiǎng)金（1家）：220萬(wàn)元（含稅）
第三名獎(jiǎng)金（1家）：180萬(wàn)元（含稅）
入圍獎(jiǎng)金（2家）：100萬(wàn)元/家（含稅）
成果深化與規(guī)劃顧問(wèn)費(fèi)用：650萬(wàn)元（含稅）
備注：評(píng)審會(huì)中專家評(píng)委根據(jù)參賽單位提交的方案評(píng)定出前三名的獲獎(jiǎng)單位，主辦單位根據(jù)專家評(píng)委的專業(yè)技術(shù)評(píng)審意見(jiàn)，綜合各參賽單位的綜合實(shí)力，在前三名的獲獎(jiǎng)單位中，選定1家單位作為本項(xiàng)目的成果深化與規(guī)劃顧問(wèn)單位，負(fù)責(zé)本項(xiàng)目的優(yōu)化整合及后續(xù)深化設(shè)計(jì)工作，同時(shí)作為區(qū)域總設(shè)計(jì)師對(duì)三江口區(qū)域后續(xù)的規(guī)劃開(kāi)發(fā)建設(shè)提供包括但不限于規(guī)劃技術(shù)咨詢服務(wù)、協(xié)助進(jìn)行技術(shù)審查等工作，以確保規(guī)劃設(shè)計(jì)理念準(zhǔn)確傳導(dǎo)落地實(shí)施。成果深化與規(guī)劃顧問(wèn)單位的咨詢服務(wù)時(shí)間擬定為3年。
The total fee is 15.1 million RMB,of which the international competition phase Bonus Fee is 8.6 million RMB,and the Results Deepening and Planning Consultancy Fee is 6.5 million RMB.The above fees are inclusive of taxes and settled in RMB.The specific allocation is as follows:
First prize(1):2.6 million RMB(incl.GST)
Second prize(1):2.2 million RMB(incl.GST)
Third prize(1):1.8 million RMB(incl.GST)
Finalists(2):1 million RMB each(incl.GST)
Results Deepening and Planning Consultancy Fee:6.5 million RMB(incl.GST)
Note:During the review meeting,review committee will determine the top three winning participating units based on the proposals.The host,guided by the professional and technical opinions of the review committee,and considering the overall strength of each participating unit,will select one unit from the top three winners to be the results deepening and planning consultancy unit for the project.This unit will be responsible for optimizing and integrating the project,as well as carrying out subsequent detailed design work.Additionally,the selected unit will serve as the regional cheif designer of Sanjiangkou area,providing including but not limited to planning and technical consulting services for the development and construction during the subsequent planning of the this area.The selected unit also should assist with technical reviews to ensure the accurate implementation of planning and design concepts.The duration of the consulting service for the results deepening and planning consultancy unit is proposed to be 3 years.
（1）報(bào)名單位必須持有在所在國(guó)家注冊(cè)的合法有效的營(yíng)業(yè)執(zhí)照（或在境外等同于營(yíng)業(yè)執(zhí)照的合法證照），且為獨(dú)立法人。拒絕非獨(dú)立法人或以自然人名義報(bào)名參賽。
（2）接受聯(lián)合體參賽，要求聯(lián)合體成員單位的數(shù)量不得超過(guò)3家，且聯(lián)合體中的成員單位不得再單獨(dú)或與其他單位另行組成聯(lián)合體進(jìn)行報(bào)名。以聯(lián)合體進(jìn)行報(bào)名的，須提交具有法律效力的《聯(lián)合體協(xié)議書(shū)》，《聯(lián)合體協(xié)議書(shū)》中須并明確牽頭單位、收款賬戶信息、項(xiàng)目負(fù)責(zé)人、各方工作分工等信息，如各方分工有權(quán)責(zé)不清或遺漏，聯(lián)合體牽頭單位負(fù)有兜底責(zé)任。
（3）報(bào)名單位（含聯(lián)合體或其成員單位）為境外單位的，須在其所在的國(guó)家或地區(qū)具有合法注冊(cè)的相關(guān)營(yíng)業(yè)范圍；為了保證溝通協(xié)調(diào)的順暢有效，要求報(bào)名單位負(fù)責(zé)溝通協(xié)調(diào)的人員須通曉漢語(yǔ)。
（4）拒絕下列情況的2家或2家以上的單位同時(shí)報(bào)名參賽：法定代表人為同一個(gè)人的不同單位、關(guān)系系母公司和全資子公司的不同單位。
(1)All applicant units must hold a valid business license registered in their respective countries(or equivalent legal documents overseas)and must be independent legal entity.Entries from non-independent legal entities or natural persons will not be accepted.
(2)Consortium shall be accepted for the application with member numbers do not exceed three.The member units in the consortium are not allowed to register individually or form a separate consortium with other design units.If a consortium is to be registered,a legally binding Consortium Agreement shall be submitted,in which the leading unit,collection account information,project leader,division of labor of all parties and other information shall be clearly defined.The leading unit of the consortium shall be responsible if the division of labor of all parties has unclear rights and responsibilities or omissions.
(3)If the applicant units(including the consortium or its member units)is an overseas unit,it must have a legally registered business scope in the country or region where it is located.In order to ensure smooth and effective communication and coordination,it is required that the personnel responsible for communication and coordination in the applicant units must be fluent in Chinese.
(4)Rejection of entry of 2 or more units under the following circumstances:Different units whose legal representatives are the same person,or different units whose relationship is between a parent company and a wholly-owned subsidiary.

（1）第一階段：資格預(yù)審暨概念提案遴選階段
Phase I:Qualification pre-selection and concept proposal selection phase
參賽單位（或聯(lián)合體）按照要求提交報(bào)名文件和概念提案。概念提案的內(nèi)容要求：需要展現(xiàn)對(duì)臺(tái)州城市發(fā)展以及三江口競(jìng)賽區(qū)域的整體理解及建議，包括目標(biāo)定位、發(fā)展理念、空間規(guī)劃、公共開(kāi)放空間等內(nèi)容。概念提案的深度要求：提出明確的區(qū)塊定位，完成總體規(guī)劃范圍內(nèi)整體概念方案、功能結(jié)構(gòu)和重點(diǎn)片區(qū)城市設(shè)計(jì)初步構(gòu)思。概念提案的表達(dá)形式：以3張A0展板（只接收3張）形式體現(xiàn)概念提案。

Participating units(or consortiums)shall submit application documents and conceptual proposal as required.Content:The concept proposal needs to show the overall understanding and suggestions on Taizhou's urban development and the Sanjiangkou competition area,including the target positioning,development concept,spatial planning,public open space,etc.Depth:Propose a clear positioning of the region,complete the overall conceptual scheme,functional structure,and preliminary urban design concept of key areas within the scope of the master plan.Presentation:Conceptual proposal in the form of 3 A0 panels(only 3 will be accepted).

評(píng)審委員會(huì)將對(duì)參賽者提交的報(bào)名文件及概念提案等材料進(jìn)行綜合評(píng)審，遴選出前5名報(bào)名單位作為5家入圍單位，第6名和第7名作為2家備選單位。如選出的入圍單位中有因故不能參賽的，由備選單位依序替補(bǔ)。5家入圍單位在得到確定入圍通知后，按時(shí)提交《參與確認(rèn)函》、《保密承諾函》、《知識(shí)產(chǎn)權(quán)轉(zhuǎn)讓協(xié)議》等文件。在組織單位確認(rèn)其提交的文件有效后，將確立其正式參賽資格。
The review committee will conduct a comprehensive review of the application documents and concept proposal and other materials submitted by the applicant units,the top 5 applicant units will be selected as 5 shortlisted units,and the 6th and 7th will be selected as 2 alternatives.If any of the selected shortlisted units are unable to participate in the competition for any reason,there will be alternative units to replace them in that order.The 5 shortlisted units shall submit the Participation Confirmation Letter,Confidential Undertaking Commitment,Agreement on Transfer of Intellectual Property Rights of Entries and other documents on time after they have been notified of the determination of the participating units.After the organizations confirm the validity of the submitted documents,it will establish its formal eligibility to participate in the competition.
（2）第二階段：競(jìng)賽方案編制及評(píng)審階段
Phase II:Competition proposal preparation and review phase
在確定5家參賽單位資格后，組織單位將向其提供詳細(xì)的設(shè)計(jì)參考資料，參賽單位正式開(kāi)始競(jìng)賽方案設(shè)計(jì)及成果編制工作。評(píng)審委員會(huì)根據(jù)參賽單位提交的成果方案評(píng)定出前三名的獲獎(jiǎng)單位。
（具體內(nèi)容及要求詳見(jiàn)《設(shè)計(jì)任務(wù)書(shū)》與《規(guī)則文件》）
After determining the eligibility of the five participating units,the organizations will provide them with detailed design reference materials,and the participating units will formally start the design of the competition scheme and the preparation of the results.The review committee will determine the top three winners based on the results submitted by the participating units.

（3）第三階段：成果深化與規(guī)劃顧問(wèn)階段
Phase III:Results Deepening and Planning Consultancy phase
主辦單位根據(jù)評(píng)審委員會(huì)的專業(yè)技術(shù)評(píng)審意見(jiàn)，綜合各參賽單位的綜合實(shí)力，在前三名的獲獎(jiǎng)單位中，選定1家單位作為本項(xiàng)目的成果深化與規(guī)劃顧問(wèn)單位，負(fù)責(zé)本項(xiàng)目的優(yōu)化整合及后續(xù)深化設(shè)計(jì)工作，同時(shí)作為區(qū)域總設(shè)計(jì)師對(duì)三江口區(qū)域后續(xù)的規(guī)劃開(kāi)發(fā)建設(shè)提供包括但不限于規(guī)劃技術(shù)咨詢服務(wù)、協(xié)助進(jìn)行技術(shù)審查等工作，以確保規(guī)劃設(shè)計(jì)理念準(zhǔn)確傳導(dǎo)落地實(shí)施。

The host,on the basis of the professional and technical evaluation opinions of the review committee and the comprehensive strength of each participating unit,will select one unit from the top three winners to be the results deepening and planning consultancy unit for the project.This unit will be responsible for optimizing and integrating the project,as well as carrying out subsequent detailed design work.Additionally,the selected unit will serve as the regional cheif designer of Sanjiangkou area,providing including but not limited to planning and technical consulting services for the development and construction during the subsequent planning of this area.The selected unit also should assist with technical reviews to ensure the accurate implementation of planning and design concepts.

The Sanjiangkou area is where three rivers converge,three mountains embrace each other,and three places meet,witnessing a glorious history from ancient commerce to modern viable economic development.Now,relying on the advantages of the integration of the two stations,we warmly invite outstanding planners and architects at home and abroad to bring together global wisdom to discuss the development plan of industrial and urban spatial integration in Sanjiangkou region,and propose the suitable urban positioning and development direction,to jointly design Sanjiang Future City which carries the outward expansion of the city center,the integration of industry and city,and ecological harmony,and finally integrate and reshape the urban planning and urban function layout of the region,depict the new chapter of Taizhou central city with coexistence,organicity,and co-prosperity.

Taizhou Sanjiangkou area is located at the confluence of Lingjiang River,Jiaojiang River and Yongningjiang River,the junction of Jiaojiang District,Huangyan District and Linhai City,the place between two stations,Taizhou Railway Station and Taizhouxi Railway Station.See the map below for details.

The Sanjiangkou area is where three rivers meet,three mountains embrace,and three territories intersect.During the Ming and Qing dynasties,it was a bustling hub for commerce.In modern times,with the development of Jiangkou Port,maritime activities have flourished here.Nowadays,private enterprises are flourishing here.In the future,the Sanjiangkou area,which is at the junction of three territories,will take advantage of the integration of Taizhou Railway Station and Taizhouxi Railway Station to gather various resources and usher in new opportunities for urban and industrial development in the new era.
The future of the Sanjiangkou area will not only carries the mission of converging watersheds,gathering cultures,and integrating life and production,but also provides a stage for planners,architects,and designers to explore collaborative development models for future cities,industries,humanities,and ecology.

本次競(jìng)賽針對(duì)2個(gè)不同的設(shè)計(jì)任務(wù)，劃定如下2個(gè)范圍：
This competition addresses 2 distinct design tasks,delineating the following 2 scopes:
1）三江口區(qū)域概念規(guī)劃范圍：西至甬臺(tái)溫高速鐵路，東至杭紹臺(tái)高速鐵路，北至椒北快速路，南至黃巖區(qū)行政邊界，總面積約55平方公里。（如下圖紅色虛線所示的范圍。）
2）核心區(qū)城市設(shè)計(jì)范圍：西至S38臺(tái)州市區(qū)支線，東至椒江區(qū)行政邊界，北至規(guī)劃界線，南至黃巖區(qū)行政邊界，總面積約28.7平方公里。（如下圖黃色虛線所示的范圍。）
1)Scope of Conceptual Planning of the Sanjiangkou Area:
West to Ningbo-Taizhou-Wenzhou High-speed Railway,east to Hangzhou-Shaoxing-Taizhou High-speed Railway,north to Jiaobei Expressway,south to the administrative boundary of Huangyan District,with a total area of about 55 square kilometers.(As indicated by the red dashed lines in the diagram below.)
2)Scope of Urban Design of the Core Area:
West to the branch line of S38 Taizhou City,east to the administrative boundary of Jiaojiang District,north to the planning boundary,and south to the administrative boundary of Huangyan District,with a total area of about 28.7 square kilometers.(As indicated by the yellow dashed lines in the diagram below.)

（Competition Scope）
本次競(jìng)賽分為如下2個(gè)設(shè)計(jì)任務(wù)：
The competition task is divided into 2 parts as follows:
1）三江口區(qū)域概念規(guī)劃Conceptual Planning of the Sanjiangkou Area
對(duì)55平方公里的三江口區(qū)域概念規(guī)劃范圍，實(shí)施區(qū)域概念規(guī)劃設(shè)計(jì)工作并編制完整的概念規(guī)劃方案。要求基于三江口區(qū)域的產(chǎn)業(yè)基礎(chǔ)、椒（靈）江水系文化基因，構(gòu)建賦能新時(shí)代民營(yíng)經(jīng)濟(jì)活力，產(chǎn)業(yè)、生活、生態(tài)、人文和合共榮的城市空間。借鑒國(guó)際先進(jìn)產(chǎn)業(yè)都市的發(fā)展理念，從宏觀層面提出總體規(guī)劃路徑和城市產(chǎn)業(yè)發(fā)展策略，落實(shí)總體空間引導(dǎo)，營(yíng)造城市產(chǎn)業(yè)空間和公共開(kāi)放空間，構(gòu)建多元交通體系，并提出總體實(shí)施計(jì)劃。
For the 55 square kilometers Conceptual Planning Area in Sanjiangkou,the participating units are required to conduct regional conceptual planning and design,and prepare a comprehensive conceptual planning proposal.Based on the industrial base of the Sanjiangkou area and the cultural genes of the Jiaojiang(Lingjiang)River watershed,the participating units are required to build an urban space that empowers the vitality of the private economy in the new era,with industry,life,ecology,humanity and total prosperity.Referring to international advanced industrial cities,the participating units will propose the master planning path and urban industrial development study from the macro level,implement the overall spatial guidance,create urban industrial space and public open space,build a diversified transportation system,and propose a general implementation plan.
2）核心區(qū)城市設(shè)計(jì)Urban Design of the Core Area
對(duì)28.7平方公里的核心區(qū)城市設(shè)計(jì)范圍，實(shí)施城市設(shè)計(jì)工作并編制完整的城市設(shè)計(jì)方案。要求響應(yīng)“匯·合”的核心思想，承接概念規(guī)劃的理念，彰顯三江口地區(qū)民營(yíng)經(jīng)濟(jì)產(chǎn)業(yè)特色，具體包括但不限于城市空間結(jié)構(gòu)與功能分區(qū)、產(chǎn)業(yè)發(fā)展策略、功能業(yè)態(tài)細(xì)化、空間形態(tài)設(shè)計(jì)、公共開(kāi)放空間設(shè)計(jì)等內(nèi)容。
For the 28.7 square kilometers Urban Design Area in Sanjiangkou:the participating units are required to implement urban design task and prepare a complete urban design proposal for the designated area.The design should respond to the core idea of"HE",deepen the conceptual planning and highlight the characteristics of private economy industry in Sanjiangkou area.The work includes,but is not limited to,urban space structure and functional zoning,industrial development strategy,refinement of functional mode,spatial form design,public open space design,etc.
*競(jìng)賽賽程最終以組織單位發(fā)布的公告或通知為準(zhǔn)
*The competition schedule is subject to the announcement or notification issued by the organizations.
費(fèi)用總金額為1510萬(wàn)元，其中國(guó)際競(jìng)賽階段獎(jiǎng)金為860萬(wàn)元，成果深化與規(guī)劃顧問(wèn)費(fèi)用為650萬(wàn)元。以上費(fèi)用均含稅，以人民幣結(jié)算。具體分配如下：
第一名獎(jiǎng)金（1家）：260萬(wàn)元（含稅）
第二名獎(jiǎng)金（1家）：220萬(wàn)元（含稅）
第三名獎(jiǎng)金（1家）：180萬(wàn)元（含稅）
入圍獎(jiǎng)金（2家）：100萬(wàn)元/家（含稅）
成果深化與規(guī)劃顧問(wèn)費(fèi)用：650萬(wàn)元（含稅）
備注：評(píng)審會(huì)中專家評(píng)委根據(jù)參賽單位提交的方案評(píng)定出前三名的獲獎(jiǎng)單位，主辦單位根據(jù)專家評(píng)委的專業(yè)技術(shù)評(píng)審意見(jiàn)，綜合各參賽單位的綜合實(shí)力，在前三名的獲獎(jiǎng)單位中，選定1家單位作為本項(xiàng)目的成果深化與規(guī)劃顧問(wèn)單位，負(fù)責(zé)本項(xiàng)目的優(yōu)化整合及后續(xù)深化設(shè)計(jì)工作，同時(shí)作為區(qū)域總設(shè)計(jì)師對(duì)三江口區(qū)域后續(xù)的規(guī)劃開(kāi)發(fā)建設(shè)提供包括但不限于規(guī)劃技術(shù)咨詢服務(wù)、協(xié)助進(jìn)行技術(shù)審查等工作，以確保規(guī)劃設(shè)計(jì)理念準(zhǔn)確傳導(dǎo)落地實(shí)施。成果深化與規(guī)劃顧問(wèn)單位的咨詢服務(wù)時(shí)間擬定為3年。
The total fee is 15.1 million RMB,of which the international competition phase Bonus Fee is 8.6 million RMB,and the Results Deepening and Planning Consultancy Fee is 6.5 million RMB.The above fees are inclusive of taxes and settled in RMB.The specific allocation is as follows:
First prize(1):2.6 million RMB(incl.GST)
Second prize(1):2.2 million RMB(incl.GST)
Third prize(1):1.8 million RMB(incl.GST)
Finalists(2):1 million RMB each(incl.GST)
Results Deepening and Planning Consultancy Fee:6.5 million RMB(incl.GST)
Note:During the review meeting,review committee will determine the top three winning participating units based on the proposals.The host,guided by the professional and technical opinions of the review committee,and considering the overall strength of each participating unit,will select one unit from the top three winners to be the results deepening and planning consultancy unit for the project.This unit will be responsible for optimizing and integrating the project,as well as carrying out subsequent detailed design work.Additionally,the selected unit will serve as the regional cheif designer of Sanjiangkou area,providing including but not limited to planning and technical consulting services for the development and construction during the subsequent planning of the this area.The selected unit also should assist with technical reviews to ensure the accurate implementation of planning and design concepts.The duration of the consulting service for the results deepening and planning consultancy unit is proposed to be 3 years.
（1）報(bào)名單位必須持有在所在國(guó)家注冊(cè)的合法有效的營(yíng)業(yè)執(zhí)照（或在境外等同于營(yíng)業(yè)執(zhí)照的合法證照），且為獨(dú)立法人。拒絕非獨(dú)立法人或以自然人名義報(bào)名參賽。
（2）接受聯(lián)合體參賽，要求聯(lián)合體成員單位的數(shù)量不得超過(guò)3家，且聯(lián)合體中的成員單位不得再單獨(dú)或與其他單位另行組成聯(lián)合體進(jìn)行報(bào)名。以聯(lián)合體進(jìn)行報(bào)名的，須提交具有法律效力的《聯(lián)合體協(xié)議書(shū)》，《聯(lián)合體協(xié)議書(shū)》中須并明確牽頭單位、收款賬戶信息、項(xiàng)目負(fù)責(zé)人、各方工作分工等信息，如各方分工有權(quán)責(zé)不清或遺漏，聯(lián)合體牽頭單位負(fù)有兜底責(zé)任。
（3）報(bào)名單位（含聯(lián)合體或其成員單位）為境外單位的，須在其所在的國(guó)家或地區(qū)具有合法注冊(cè)的相關(guān)營(yíng)業(yè)范圍；為了保證溝通協(xié)調(diào)的順暢有效，要求報(bào)名單位負(fù)責(zé)溝通協(xié)調(diào)的人員須通曉漢語(yǔ)。
（4）拒絕下列情況的2家或2家以上的單位同時(shí)報(bào)名參賽：法定代表人為同一個(gè)人的不同單位、關(guān)系系母公司和全資子公司的不同單位。
(1)All applicant units must hold a valid business license registered in their respective countries(or equivalent legal documents overseas)and must be independent legal entity.Entries from non-independent legal entities or natural persons will not be accepted.
(2)Consortium shall be accepted for the application with member numbers do not exceed three.The member units in the consortium are not allowed to register individually or form a separate consortium with other design units.If a consortium is to be registered,a legally binding Consortium Agreement shall be submitted,in which the leading unit,collection account information,project leader,division of labor of all parties and other information shall be clearly defined.The leading unit of the consortium shall be responsible if the division of labor of all parties has unclear rights and responsibilities or omissions.
(3)If the applicant units(including the consortium or its member units)is an overseas unit,it must have a legally registered business scope in the country or region where it is located.In order to ensure smooth and effective communication and coordination,it is required that the personnel responsible for communication and coordination in the applicant units must be fluent in Chinese.
(4)Rejection of entry of 2 or more units under the following circumstances:Different units whose legal representatives are the same person,or different units whose relationship is between a parent company and a wholly-owned subsidiary.

（1）第一階段：資格預(yù)審暨概念提案遴選階段
Phase I:Qualification pre-selection and concept proposal selection phase
參賽單位（或聯(lián)合體）按照要求提交報(bào)名文件和概念提案。概念提案的內(nèi)容要求：需要展現(xiàn)對(duì)臺(tái)州城市發(fā)展以及三江口競(jìng)賽區(qū)域的整體理解及建議，包括目標(biāo)定位、發(fā)展理念、空間規(guī)劃、公共開(kāi)放空間等內(nèi)容。概念提案的深度要求：提出明確的區(qū)塊定位，完成總體規(guī)劃范圍內(nèi)整體概念方案、功能結(jié)構(gòu)和重點(diǎn)片區(qū)城市設(shè)計(jì)初步構(gòu)思。概念提案的表達(dá)形式：以3張A0展板（只接收3張）形式體現(xiàn)概念提案。

Participating units(or consortiums)shall submit application documents and conceptual proposal as required.Content:The concept proposal needs to show the overall understanding and suggestions on Taizhou's urban development and the Sanjiangkou competition area,including the target positioning,development concept,spatial planning,public open space,etc.Depth:Propose a clear positioning of the region,complete the overall conceptual scheme,functional structure,and preliminary urban design concept of key areas within the scope of the master plan.Presentation:Conceptual proposal in the form of 3 A0 panels(only 3 will be accepted).

評(píng)審委員會(huì)將對(duì)參賽者提交的報(bào)名文件及概念提案等材料進(jìn)行綜合評(píng)審，遴選出前5名報(bào)名單位作為5家入圍單位，第6名和第7名作為2家備選單位。如選出的入圍單位中有因故不能參賽的，由備選單位依序替補(bǔ)。5家入圍單位在得到確定入圍通知后，按時(shí)提交《參與確認(rèn)函》、《保密承諾函》、《知識(shí)產(chǎn)權(quán)轉(zhuǎn)讓協(xié)議》等文件。在組織單位確認(rèn)其提交的文件有效后，將確立其正式參賽資格。
The review committee will conduct a comprehensive review of the application documents and concept proposal and other materials submitted by the applicant units,the top 5 applicant units will be selected as 5 shortlisted units,and the 6th and 7th will be selected as 2 alternatives.If any of the selected shortlisted units are unable to participate in the competition for any reason,there will be alternative units to replace them in that order.The 5 shortlisted units shall submit the Participation Confirmation Letter,Confidential Undertaking Commitment,Agreement on Transfer of Intellectual Property Rights of Entries and other documents on time after they have been notified of the determination of the participating units.After the organizations confirm the validity of the submitted documents,it will establish its formal eligibility to participate in the competition.
（2）第二階段：競(jìng)賽方案編制及評(píng)審階段
Phase II:Competition proposal preparation and review phase
在確定5家參賽單位資格后，組織單位將向其提供詳細(xì)的設(shè)計(jì)參考資料，參賽單位正式開(kāi)始競(jìng)賽方案設(shè)計(jì)及成果編制工作。評(píng)審委員會(huì)根據(jù)參賽單位提交的成果方案評(píng)定出前三名的獲獎(jiǎng)單位。
（具體內(nèi)容及要求詳見(jiàn)《設(shè)計(jì)任務(wù)書(shū)》與《規(guī)則文件》）
After determining the eligibility of the five participating units,the organizations will provide them with detailed design reference materials,and the participating units will formally start the design of the competition scheme and the preparation of the results.The review committee will determine the top three winners based on the results submitted by the participating units.

（3）第三階段：成果深化與規(guī)劃顧問(wèn)階段
Phase III:Results Deepening and Planning Consultancy phase
主辦單位根據(jù)評(píng)審委員會(huì)的專業(yè)技術(shù)評(píng)審意見(jiàn)，綜合各參賽單位的綜合實(shí)力，在前三名的獲獎(jiǎng)單位中，選定1家單位作為本項(xiàng)目的成果深化與規(guī)劃顧問(wèn)單位，負(fù)責(zé)本項(xiàng)目的優(yōu)化整合及后續(xù)深化設(shè)計(jì)工作，同時(shí)作為區(qū)域總設(shè)計(jì)師對(duì)三江口區(qū)域后續(xù)的規(guī)劃開(kāi)發(fā)建設(shè)提供包括但不限于規(guī)劃技術(shù)咨詢服務(wù)、協(xié)助進(jìn)行技術(shù)審查等工作，以確保規(guī)劃設(shè)計(jì)理念準(zhǔn)確傳導(dǎo)落地實(shí)施。

The host,on the basis of the professional and technical evaluation opinions of the review committee and the comprehensive strength of each participating unit,will select one unit from the top three winners to be the results deepening and planning consultancy unit for the project.This unit will be responsible for optimizing and integrating the project,as well as carrying out subsequent detailed design work.Additionally,the selected unit will serve as the regional cheif designer of Sanjiangkou area,providing including but not limited to planning and technical consulting services for the development and construction during the subsequent planning of this area.The selected unit also should assist with technical reviews to ensure the accurate implementation of planning and design concepts.
