四、大賽目的：進一步擴大設(shè)計服務(wù)業(yè)的經(jīng)濟規(guī)模和權(quán)重行業(yè)優(yōu)勢，提升“下城設(shè)計”的國際影響力，確立“中國女裝看杭州，杭州女裝看下城”目標高地，為打造下城創(chuàng)意設(shè)計中心,推進下城 “高質(zhì)量發(fā)展、高品質(zhì)生活，縱深推進全域中央商務(wù)區(qū)建設(shè)，奮力打造世界名城一流核心城區(qū)”提供文化創(chuàng)意支撐。

IV. Purpose: to further expand the economic scale and weight industry advantages of the design service industry, enhance the international influence of “Design from Xiacheng” and establish the target highland of “China women’s wear in Hangzhou and Hangzhou women’s wear in Xiacheng” and to provide cultural creativity support for setting up Xiacheng Creative Design Center and accelerating the “high-quality development and high-quality life, in-depth promotion of the overall CBD construction and the creation of first-class core urban area of the world famous city” in Xiacheng.

六、參賽對象：國內(nèi)外（含港澳臺地區(qū)）的服裝品牌設(shè)計企業(yè)（工作室）、服裝院校、服裝愛好者。

VI. Participant: overseas and domestic (including Hong Kong, Macao and Taiwan) fashion brand design enterprises (studios), fashion institutes and fashion enthusiasts.

七、參賽辦法 

VIII. Ways of participation:

1、參賽者遞交完整的參賽材料（設(shè)計方案、參賽報名表附照片、身份證復(fù)印件）。

1. Participants must submit complete materials (design scheme and an application form with photo and a copy of ID card attached thereto).

2、以上材料請于2019年8月19日（截稿日期）前寄往大賽組委會。

2. Above materials must be sent to the organizing committee before 19 August 2019 (the deadline).

4、凡入圍復(fù)賽或決賽的作品，在杭州參加復(fù)賽、決賽期間的食宿費由大賽組委會承擔(dān)，作品代表來往杭州的交通費自理。

4. Board and lodging expenses of participants, of which work is qualified for the quarter-final and the final, during the quarter-final and the final in Hangzhou shall be assumed by the organizing committee, while the travelling expenses shall be assumed by representatives of the works.

作品要求 

1、根據(jù)大賽主題要求，設(shè)計完成2020年秋冬季女裝系列（5-8套）。要求繪制尺寸為27CM×40CM系列彩色效果圖和平面結(jié)構(gòu)圖，在效果圖右上角附作品名稱，右下角附面料小樣（8CM×8CM）。如入圍后，制作其中5套服裝實物參加最終動態(tài)展示。

1. Design and complete the 2020 autumn and winter series of women’s wear (5 to 8 suits) according to the theme of the competition. Prepare 27CM×40CM series colored effect drawing and plane structure drawing, and attach the name of the work to the upper right corner of the effect drawing and the fabric swatch (8CM×8CM) to the lower right corner. Semi-finalists/finalists must make 5 suits of apparels for the final dynamic display.

2、另以27CM×40CM紙張附姓名，選送單位，與作品裝訂成冊。作品頁面不得出現(xiàn)任何個人信息。

2. Please write your name and name of the recommending unit on a 27CM×40CM sized paper, which shall be bound with the works. No personal information shall be allowed to appear on pages of works.

3、所有參賽材料一律不退，請自留底稿。在參賽期間所繪制的參賽作品及成衣，組委會有權(quán)進行宣傳、出版發(fā)行和演出。

3. Materials for competition will not be returned, please keep the manus. The organizing committee shall have the right to promote, publish and display the works and apparels made by participants during the competition.

4、所有作品資料以文字或圖片實物參賽。

4. Materials on works must be delivered word-based or image-based for competition.

5、參賽作品須參賽者本人原創(chuàng)，如有抄襲的參賽作品，將取消參賽資格和獲獎資格，并取消其三年內(nèi)參加本大賽資格。

5. Works for competition must be the participant’s originals. Should there be any copied ones, the participants shall be disqualified for competition or award and cannot take part in this competition within three years.

6、參賽作品所提交的個人信息及證件需真實有效。如提供虛假個人信息或證件，將取消作品參賽或獲獎資格，并向有關(guān)部門進行通報。

6. Personal information and certificates on works for competition submitted by participants must be authentic and valid. Those who submit false ones will be disqualified for the completion or awards and will be reported to relevant departments.

7、參賽者須嚴格遵守大賽紀律，配合賽程時間安排。

7. Participants must observe the rules of the competition strictly and follow the schedules and arrangements.

8、本大賽事宜最終解釋權(quán)歸大賽組委會所有。

大賽流程 

1、征稿截止日期：2019年8月19日

由國內(nèi)外著名服裝院校教授及行業(yè)資深從業(yè)人員，知名服裝品牌的負責(zé)人或設(shè)計總監(jiān)等組成初評專家評審團，對參賽設(shè)計作品進行評分，評選出30件（組）作品進入復(fù)評。如有作品退賽，入圍名額根據(jù)得分排名依次遞補。

Professors from overseas and domestic renowned fashion institutes, senior practitioners of the industry, the person in charge of famous clothing brands or design directors will be invited in the panel of experts for preliminary assessment on the works for competition and give scores. The top 30 pieces (sets) of works will be selected for the re-assessment. Should any works be dropped out of the competition, the vacancies shall be filled by other participants in order of ranks of their scores.

3、復(fù)評考核：2019年8月下旬

3. Re-assessment: late August 2019

入圍復(fù)評的30件（組）作品，根據(jù)提交的設(shè)計方案制作完成服裝成品，并進行面試答辯考核。得分前20名的作品入圍總決賽，面試答辯考核得分計入總決賽成績。

The top 30 pieces (sets) of works selected for the re-assessment shall be made a suit of clothes according to the design scheme submitted, and come to Hangzhou for interview and assessment. The top 20 works will be qualified for the final. The interview and assessment scores will be included in the results of the final.

4、總決賽暨頒獎晚會：2019年10月

4. The final and award party: October 2019

決賽專家評審團對作品綜合表現(xiàn)進行打分，結(jié)合其在復(fù)評階段得分（決賽總分比例組成：復(fù)評階段得分占30%，決賽階段得分占70%），評出各類獎項。

Expert panel of the final will score the comprehensive performances of works and set the awards in combination with their scores in the re-assessment (total scores at the final: 30% for the re-assessment and 70% for the final.

獎項設(shè)置 

大賽設(shè)金獎作品1組，獎金10萬人民幣

1 gold award with a money award of RMB 100,000 Yuan

銀獎作品2組，獎金5萬人民幣

2 silver awards with a money award of RMB 50,000 Yuan

銅獎作品3組，獎金2萬人民幣

3 bronze awards with a money award of RMB 20,000 Yuan

4、單項獎作品6組，獎金10000元

4. 6 individual awards with a money award of RMB 10,000 Yuan

5、優(yōu)秀獎作品8組獎金5000元

5. 8 excellent awards with a money award of RMB 5,000 Yuan

所有獲獎作品設(shè)計師留在下城工作或創(chuàng)業(yè)，均可享受下城區(qū)相關(guān)扶持政策，獲得金、銀、銅獎作品的設(shè)計師還可享受一定面積的場地使用權(quán)一年。

All award-winning designers who stay in Xiacheng District for work or starting businesses can enjoy relevant support policies by Xiacheng District, while those who receive gold, silver and bronze awards are also entitled to one-year use right of sites with certain areas.
