  II.Planning Area
  規(guī)劃范圍主要包含三個(gè)層次：
  The planning area mainly includes three levels:
  戰(zhàn)略規(guī)劃研究范圍：以元洪投資區(qū)現(xiàn)行規(guī)劃范圍約61平方公里為主體，統(tǒng)籌研究空港、海港、鐵路等區(qū)域性重大基礎(chǔ)設(shè)施。
  1.Research scope of strategic planning:about 61km2 current planning area of Yuanhong Investment Zone is taken as the main body,and the major regional infrastructure such as airports,seaports and railways are studied as a whole.
  2.重點(diǎn)片區(qū)總體城市設(shè)計(jì)范圍：中國(guó)印尼城和“兩國(guó)雙園”海關(guān)特殊監(jiān)管區(qū)、碼頭物流園區(qū)，面積約30平方公里。
  2.The overall urban design area of key areas includes China-Indonesian City,the special customs supervision area of"Two Countries Twin Parks",and the terminal logistics park,covering an area of about 30km2.
  3.核心區(qū)詳細(xì)城市設(shè)計(jì)范圍：位于大城湖周邊，南至福清灣，總面積約2.48平方公里，要求達(dá)到控制性詳細(xì)規(guī)劃城市設(shè)計(jì)深度。其中，1.31平方公里商務(wù)片區(qū)要求達(dá)到修建性詳細(xì)規(guī)劃城市設(shè)計(jì)深度。

  III.Solicitation Rules
  本次方案征集包括“設(shè)計(jì)機(jī)構(gòu)遴選”、“方案征集競(jìng)賽”兩個(gè)階段。
  This scheme solicitation includes"design institution selection"stage and"scheme solicitation competition"stage.
  第一階段：設(shè)計(jì)機(jī)構(gòu)遴選。面向全球公開邀請(qǐng)具有相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)前來(lái)應(yīng)征，設(shè)計(jì)機(jī)構(gòu)根據(jù)本次征集規(guī)則及設(shè)計(jì)任務(wù)書，提交相應(yīng)的報(bào)名文件和概念提案。由業(yè)主單位召開專家評(píng)審會(huì)，從合格的應(yīng)征機(jī)構(gòu)中擇優(yōu)選出6家入圍應(yīng)征機(jī)構(gòu)參與下一階段方案設(shè)計(jì)。評(píng)選出2家備選應(yīng)征機(jī)構(gòu)(須排序)，如入圍應(yīng)征機(jī)構(gòu)退出，備選應(yīng)征機(jī)構(gòu)依次替補(bǔ)。
  Stage I:Design institution selection The Organizer will invite design institutions with relevant design experience to apply globally,and design institutions will submit corresponding registration documents and concept proposals according to the rules and design specifications of this solicitation.The Owner will hold an expert review meeting to select six finalists from the qualified applicants to participate in the next stage of scheme design.Two alternative participating institutions will be selected(which must be sorted).If the finalists withdraw,the alternative participating institutions will replace them in turn.
  第二階段：方案征集競(jìng)賽。組織6名入圍應(yīng)征機(jī)構(gòu)進(jìn)行現(xiàn)場(chǎng)踏勘、答疑，入圍應(yīng)征機(jī)構(gòu)按照《征集文件》要求提交成果文件，由評(píng)審委員會(huì)評(píng)選出前三名優(yōu)勝方案和后三名方案，由福州市相關(guān)會(huì)議從前三名優(yōu)勝方案中研究確定一名中選單位。中選單位負(fù)責(zé)后期深化整合和咨詢服務(wù)工作。
  Stage II:Scheme solicitation competition.The 6 finalists which shall submit the deliverables in accordance with the requirements of the Solicitation Document will be organized for on-site survey and answer questions,while the evaluation committee will select the top three winners and the bottom three winners,and one winner will be determined from the top three winners at Fuzhou related meeting.The selected unit will be responsible for deep integration and consultation services in the later stage.

  1.資格要求
  1.Qualification requirements
  （1）中國(guó)境內(nèi)應(yīng)征機(jī)構(gòu)須滿足以下資格要求：
  (1)Applicants in China must meet the following qualification requirements:
  ①具有獨(dú)立法人資格且在有效期內(nèi)的營(yíng)業(yè)執(zhí)照。
  ①They have business license with independent legal personality and within the validity period.
  ②規(guī)劃單位須具有行政主管部門頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)。
  ②The planner must have Grade A qualification for urban and rural planning issued by the competent administrative department.
  ③法定代表人為同一人或者存在控股、管理關(guān)系的不同單位，不得在本項(xiàng)目中同時(shí)報(bào)名應(yīng)征。
  ③If the legal representative is the same person or different units with shareholding or management relationship,they shall not apply for the Project at the same time.
  ④港、澳、臺(tái)地區(qū)應(yīng)征機(jī)構(gòu)須滿足中國(guó)境外應(yīng)征機(jī)構(gòu)資格要求。
  ④Applicants from Hong Kong,Macao and Taiwan must meet the qualification requirements for applicants outside China.
  （2）中國(guó)境外應(yīng)征機(jī)構(gòu)須滿足以下資格要求：
  (2)Applicants outside China must meet the following qualification requirements:
  ①經(jīng)合法注冊(cè)且在有效期內(nèi)的合法營(yíng)業(yè)證明。
  ①They have legal business certificate legally registered and within the validity period.
  ②具有所在國(guó)、地區(qū)核發(fā)的城鄉(xiāng)規(guī)劃或建筑設(shè)計(jì)相應(yīng)資格或執(zhí)業(yè)許可。
  ②They have the corresponding qualification or practice license for urban and rural planning or architectural design issued by the country or region where the Project is located.
  ③單位負(fù)責(zé)人或法定代表人為同一人或者存在控股、管理關(guān)系的不同單位，不得在本項(xiàng)目中同時(shí)報(bào)名應(yīng)征。
  ③If the unit leader or the legal representative is the same person or different units with shareholding or management relationship,they shall not apply for the Project at the same time.
  2.業(yè)績(jī)要求
  2.Performance requirements
  應(yīng)征機(jī)構(gòu)應(yīng)有相關(guān)業(yè)績(jī)：
  The applicants shall have relevant achievements:
  2017年1月1日以來(lái),應(yīng)征機(jī)構(gòu)應(yīng)具有至少1個(gè)不低于15平方公里城市設(shè)計(jì)類似業(yè)績(jī)（含單獨(dú)城市設(shè)計(jì)，需提供證明材料）。
  Since January 1,2017,the applicants shall have at least 1 similar urban design performance of no less than 15km2(including independent urban design,with supporting materials required).
  3.團(tuán)隊(duì)要求
  3.Team requirements
  （1）設(shè)計(jì)負(fù)責(zé)人或主創(chuàng)人員須有主導(dǎo)過(guò)不少于1個(gè)同類型項(xiàng)目經(jīng)驗(yàn)：不低于15平方公里城市設(shè)計(jì)類似業(yè)績(jī)（含單獨(dú)城市設(shè)計(jì)，需提供證明材料，提供的材料應(yīng)體現(xiàn)設(shè)計(jì)負(fù)責(zé)人或主創(chuàng)人員），且應(yīng)為團(tuán)隊(duì)部門負(fù)責(zé)人及以上職務(wù)。
  (1)The person in charge of design or the chief creator must have led at least 1 similar urban design performance of no less than 15km2(including individual urban design,with supporting materials required.The materials provided shall show the person in charge of design or the chief creator),and shall be the person in charge of the team department or above.
  （2）項(xiàng)目團(tuán)隊(duì)中應(yīng)配備有規(guī)劃、建筑、產(chǎn)業(yè)、交通等專業(yè)的資深設(shè)計(jì)人員。
  (2)The project team shall be equipped with senior designers in planning,architecture,industry,transportation and other disciplines.
  （3）項(xiàng)目負(fù)責(zé)人應(yīng)親自負(fù)責(zé)匯報(bào)所有征集工作要求的方案匯報(bào)工作，不得委托其他人。確因特殊情況無(wú)法參加的，須經(jīng)過(guò)業(yè)主單位同意。
  (3)The person in charge of the Project shall be personally responsible for reporting all the scheme reporting required by the collection work,and shall not entrust others.If this person is indeed impossible to participate due to special circumstances,the consent of the Owner must be obtained.
  （4）參與本次方案征集的設(shè)計(jì)人員應(yīng)為該設(shè)計(jì)機(jī)構(gòu)的在冊(cè)人員，為了保證項(xiàng)目團(tuán)隊(duì)人員對(duì)中國(guó)地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外投標(biāo)單位的專業(yè)技術(shù)人員團(tuán)隊(duì)中應(yīng)至少有一名通曉漢語(yǔ)人士。
  (4)The designers participating in this scheme solicitation shall be the registered personnel of the design institution.In order to ensure that the project team members accurately understand the background and relevant requirements of China,there shall be at least one person familiar with Chinese in the professional and technical team of overseas bidders.
  4.參與方式
  4.Ways of participation
  （1）滿足要求的應(yīng)征機(jī)構(gòu)可獨(dú)立參與，也可組成聯(lián)合體參與。聯(lián)合體應(yīng)征時(shí)，須提供聯(lián)合體協(xié)議書，組成聯(lián)合體的成員（含牽頭單位）不得超過(guò)3個(gè)，聯(lián)合體各方在本項(xiàng)目中以自己名義單獨(dú)應(yīng)征或者參加其他聯(lián)合體應(yīng)征的，相關(guān)應(yīng)征申請(qǐng)均無(wú)效。
  (1)Applicants meeting the requirements can participate independently or form a consortium to participate.In case of application as a consortium,a consortium agreement must be provided,and the members(including the lead unit)forming the consortium shall not exceed 3.If each party of the consortium applies for the Project in its own name alone or participates in the application of other consortiums,all relevant applications are invalid.
  （2）聯(lián)合體應(yīng)征時(shí)，聯(lián)合體合作方需簽署具有法律效力的《聯(lián)合體協(xié)議》。
  (2)When applying for a consortium,the partners of the consortium shall sign a Consortium Agreement legally effective.
  注：1、法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)參加本次國(guó)際征集活動(dòng)；2、已報(bào)名的設(shè)計(jì)機(jī)構(gòu)不可再與其他機(jī)構(gòu)組成聯(lián)合體參加本次國(guó)際征集活動(dòng)，也不得以顧問(wèn)的形式參加。3、本項(xiàng)目不接受個(gè)人及個(gè)人組合報(bào)名。
  Notes:1.Two or more legal persons,parent companies,wholly-owned subsidiaries and their holding companies whose legal representatives are the same person are not allowed to participate in this international solicitation at the same time;2.The registered design institution may not form a consortium with other institutions to participate in this international solicitation,nor participate in the form of a consultant.3.The application from individuals and individual combinations is not accepted for the Project.

  方案征集費(fèi)用
  VI.Fee for Scheme Solicitation
  經(jīng)過(guò)專家評(píng)審和福州市相關(guān)會(huì)議確定后，符合設(shè)計(jì)要求的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體），依據(jù)其名次將獲得如下方案征集費(fèi)用：
  After expert review and Fuzhou relevant meeting,the design institution(consortium)meeting the design requirements will receive the following fee for scheme according to its ranking:
  前三名中的中選單位：人民幣500萬(wàn)元（其中包含300萬(wàn)征集獎(jiǎng)金和200萬(wàn)深化整合及咨詢服務(wù)費(fèi)用）。
  The winner of the top three companies will receive RMB 5 million(including RMB 3 million solicitation bonus and RMB 2 million deep integration and consultation service fees).
  前三名中的其他兩家應(yīng)征機(jī)構(gòu)：人民幣各150萬(wàn)元。
  The other two contestants in the top three will receive RMB 1.5 million each.
  后三名應(yīng)征機(jī)構(gòu)：人民幣各100萬(wàn)元。
  The last three contestants will receive RMB 1 million each.
  上述費(fèi)用均包含稅費(fèi)。

  凡有意參加本次競(jìng)賽活動(dòng)的應(yīng)征機(jī)構(gòu)，需先進(jìn)行報(bào)名登記，應(yīng)征機(jī)構(gòu)應(yīng)下載報(bào)名表格（附件1）并完整填寫信息后，于2022年10月19日17時(shí)00分（北京時(shí)間）之前發(fā)送郵件至指定郵箱szzx5b 126.com，組織機(jī)構(gòu)收到報(bào)名表后，以郵件方式回復(fù)《設(shè)計(jì)機(jī)構(gòu)遴選文件》等相關(guān)文件。
