（三）項目范圍：成都市中環(huán)路成華段，總長度約為14.4km，以中環(huán)路為軸向兩側(cè)延伸500米至800米（應(yīng)征人結(jié)合具體情況自行拓展）。

（四）項目征集內(nèi)容及服務(wù)要求：包括成華區(qū)“金色中環(huán)”策劃規(guī)劃一體化概念方案編制等內(nèi)容，要求統(tǒng)籌考慮總體策劃和總體規(guī)劃，形成策劃與規(guī)劃相融合、功能品質(zhì)與空間形態(tài)相契合的總體方案。策劃部分能清晰、完整地表達(dá)策劃創(chuàng)意的思路、目標(biāo)、愿景和實施路徑，具有可行性、可落地性及可持續(xù)性；規(guī)劃部分應(yīng)達(dá)到控規(guī)調(diào)整深度。中選機(jī)構(gòu)應(yīng)按照評審小組及相關(guān)部門意見，結(jié)合所有入圍單位的方案對其應(yīng)征方案進(jìn)行深化完善并形成總體方案，按照相關(guān)部門要求編制“金色中環(huán)”十四五規(guī)劃、三年行動計劃和年度工作計劃，相關(guān)成果需通過有關(guān)職能部門審查，滿足有關(guān)職能部門審查的會議紀(jì)要及批復(fù)等文件要求，并完成后續(xù)咨詢服務(wù)等工作（具體詳見技術(shù)任務(wù)書）。
(4)Content of project solicitation and service required:include content such as the complication of Planning-Constructing Integrated Conceptual Schemes of the“Jin Se Zhong Huan”at Chenghua District,Chengdu；taken into full account of the overall planning and constructing to create an aggregate plan that integrates planning and constructing,functional quality,and spatial form.The planning part of the project should clearly and fully express the creative thinking of the plans,goals,vision,and ways of implementation that are also feasible,implementable,and sustainable;The constructing part of the project should reach the level required of the adjustment of detailed regulatory planning.The selected unit should further refine its application proposal to come up with an aggregate plan according to suggestions made by the review group,relevant departments,and plans put forth by other shortlisted units,compile the fourteen-fifteen planning for the“Jin Se Zhong Huan”,a three-year action plan and an annual work plan.Relevant results need to be reviewed by relevant functional departments,meeting relevant functional departments’documentation requirements for meeting minutes and approval reply and finish the subsequent work such as consultation service(refer to Assignment for Technical Design for details).

（一）資格要求

(2)規(guī)劃單位須具有行政主管部門頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級資質(zhì)。

(3)法定代表人為同一人或者存在控股、管理關(guān)系的不同單位，不得在本項目中同時報名應(yīng)征。
(4)港、澳、臺地區(qū)應(yīng)征人須滿足中國境外應(yīng)征人資格要求。
2.中國境外應(yīng)征人須滿足以下資格要求：
(1）經(jīng)合法注冊且在有效期內(nèi)的合法營業(yè)證明。
(1)Applicants shall hold legally registered business licenses that are within the validity period.
(2）具有所在國、地區(qū)核發(fā)的城鄉(xiāng)規(guī)劃相應(yīng)資格或執(zhí)業(yè)許可。

1.滿足要求的應(yīng)征人可獨立參與，也可組成聯(lián)合體參與。聯(lián)合體應(yīng)征時，須提供聯(lián)合體協(xié)議書，組成聯(lián)合體的成員（含牽頭單位）不得超過3個，聯(lián)合體各方在本項目中以自己名義單獨應(yīng)征或者參加其他聯(lián)合體應(yīng)征的，相關(guān)應(yīng)征申請均無效。
1.Applicants who meet the requirements can participate as an independent unit or consortium.When applying as a consortium,applicants should provide consortium agreements,and there can be at most three members(including the lead unit)in a consortium;all member units forming consortium shall not participate in the solicitation alone in their own name,nor can they join other consortia in this project.
2.聯(lián)合體應(yīng)征時，由策劃單位提供策劃類似業(yè)績，規(guī)劃單位提供規(guī)劃類似業(yè)績。
2.When applying as a consortium,the planning unit should provide proof of relevant achievements in planning,and the constructing unit should provide proof of relevant achievements in constructing.
3.獨立參與的中國境內(nèi)港、澳、臺地區(qū)應(yīng)征人或中國境外應(yīng)征人如不具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)，需在中選后聯(lián)合一家具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)的規(guī)劃機(jī)構(gòu)完成后續(xù)方案優(yōu)化工作。
3.For independent applicants from Hong Kong,Macao and Taiwan or outside China who do not possess Grade-A qualifications for urban and rural planning,they shall,after being selected,cooperate with a constructing agency with Grade-A qualifications for urban and rural planning to complete the follow-up scheme optimization work.

（一）本次征集活動獲取資格預(yù)審入圍文件的時間為：2022年4月19日至2022年4月28日，上午9:00至12:00，下午13：30至17:00（北京時間，下同）。
(1)Time to acquire preliminary qualification review documents for shortlisted units in this solicitation activity:April 19th,2022 to April 28th,2022 9:00 to 12:00,13:30 to 17:00(Beijing Time).
（二）凡有意參加本次征集活動的應(yīng)征人，可自行選擇網(wǎng)絡(luò)報名或現(xiàn)場報名的方式參與。

Applicants should fill out the complete sign-up form,application documents and other sign-up documents and deliver the hard copies to Beijing Jianzhida Engineering Management Co.,Ltd(Room 909,Unit 2,Building No.6,Tongbao St.,Jinjiang District,Chengdu)before the sign-up deadline.Documents not submitted at the specified time and place will not be accepted.
（三）應(yīng)征人獲取資格預(yù)審入圍文件需提供的資料：

6.Commitment letter of confidentiality(subject to the format provided by the solicitor,and the letter shall be deemed valid when the applicant completes the required information with signature and seal).The second,third and fourth documents listed above need copies of their signatures and seals to be accepted,and the first,fifth,and sixth documents need original documents to be accepted.
（四）獲取資格預(yù)審入圍文件所提供的資料為非中文資料，須提供中文翻譯件。
(4)If the materials needed for acquiring prequalification review documents for shortlisted units is not in Chinese,a Chinese translation must be provided.
（五)通過資格預(yù)審獲得入圍資格后，應(yīng)征人資格不能轉(zhuǎn)讓且不得變更。
(5)After passing the prequalification review and getting the shortlisted qualification,applicants cannot transfer or make changes to their eligibility.

征集流程Solicitation Procedures
（一）按照公開、公平、公正、誠實信用的原則，面向中國境內(nèi)外公開征集策劃規(guī)劃一體化概念方案。本次方案征集分為三個階段。第一階段為資格預(yù)審入圍；第二階段為方案初步評審；第三階段為方案最終評審。
（1）Based on principles of openness,fairness,and honesty,the solicitor is conducting a public solicitation that looks for planning-constructing integrated conceptual schemes from both inside and outside China.The proposal solicitation is divided into three stages.The first stage is the prequalification review for shortlisted units;the second stage is the preliminary proposal review;the third stage is the final proposal review.
（二）第一階段：資格預(yù)審入圍
（2）First stage:prequalification review for shortlisted units
經(jīng)資格預(yù)審評審小組評審，遴選出3家入圍單位參加第二階段評審。
Three units will be selected and shortlisted to enter the second review stage after being evaluated by the prequalification review group.
（三）第二階段：方案初步評審
（3）Second stage:preliminary proposal review
初步評審小組對入圍單位提交的方案進(jìn)行評審，總評分≥60分的應(yīng)征人進(jìn)入第三階段評審。
Shortlisted applicants who earn a total score over 60 enter the third review stage after their submitted proposals are evaluated by the preliminary review group.
（四）第三階段：方案最終評審
(4)Third stage:final proposal review
最終評審小組對進(jìn)入第三階段評審的入圍單位進(jìn)行最終評審并進(jìn)行中選候選人排序和確定中選機(jī)構(gòu)。
The last review group will conduct the final evaluation for shortlisted units who entered the third review stage,rank the selected candidates,and decide on selected units.

征集費用Solicitation Fee
本次征集費用均以人民幣為計算單位，第一名獲得中選方案費用330萬元（含稅），后續(xù)方案深化及咨詢服務(wù)費200萬元（含稅）；第二名獲得補(bǔ)償費315萬元（含稅）；第三名獲得補(bǔ)償費300萬元（含稅）；經(jīng)過方案初步評審小組評審后，總評分＜60分的入圍單位獲得補(bǔ)償費20萬元（含稅）。策劃規(guī)劃一體化概念方案如涉嫌抄襲、雷同或侵犯他人知識產(chǎn)權(quán)，一切法律責(zé)任自行承擔(dān)。
The calculating unit for the solicitation fee is calculated in RMB;the top one organization(applicant)shall receive 3 million RMB for their selected proposal(including taxes),2 million RMB for a consultation service fee and further proposal optimization(including taxes);second place shall receive a compensation fee of 3.15 million RMB(including taxes);third place shall receive a compensation fee of 3 million RMB(including taxes);After proposals are being reviewed by the preliminary review group,shortlisted units which receive a total score lower than 60 shall receive a compensation fee of 2 hundred thousand RMB(including taxes).Applicants shall bear the full legal liabilities if the planning-constructing integrated conceptual proposals involve plagiarism,duplication,or infringement on others’intellectual property.

知識產(chǎn)權(quán)Intellectual Property
（一）由征集人提供的資料、軟件、成果文件及過程性文件和相關(guān)其他物品，其所有權(quán)（包括知識產(chǎn)權(quán)）等合法權(quán)益歸征集人。未經(jīng)征集人書面同意，應(yīng)征人不得擅自使用或交由任何第三方使用前述資料、軟件和其他物品，否則，應(yīng)征人應(yīng)承擔(dān)由此產(chǎn)生的所有責(zé)任并賠償征集人因此遭受的所有損失。
(1)Right of ownership(including intellectual property)and other legal rights of the information,software,resulting and progressive documents and other relevant materials provided by applicants belong to the solicitor.Without permission from the solicitor in written form,applicants shall not use the fore-mentioned information,software,and other materials unauthorized;otherwise,applicants shall bear full liabilities that come with it and compensate the resulting losses incurred by the solicitor.
（二）應(yīng)征人保證提交給征集人的圖紙、相關(guān)文件、資料、方案等項目成果（包括中期和最終成果）以及實現(xiàn)該成果所使用的必要方法不侵犯征集人和任何第三方的合法權(quán)益（包括但不限于專利權(quán)、商標(biāo)、著作權(quán)、服務(wù)標(biāo)記、商業(yè)秘密、公民的肖像權(quán)等），否則，應(yīng)征人應(yīng)承擔(dān)由此產(chǎn)生的所有責(zé)任并賠償征集人因此遭受的所有損失。
（2）Applicants should ensure that the project results(including interim and final results)such as the layout design,relevant documents,materials,proposals,and necessary methods needed to achieve the result do not infringe on the solicitor and any other third party’s legal rights(including but not limited to patent,trademarks,copyrights,service marks,business secrets,portraiture rights,etc.);otherwise,applicants shall bear full liabilities that come with it and compensate the resulting losses incurred by the solicitor.
（三）所有參加本征集活動的成果文件署名權(quán)歸應(yīng)征人所有，但所有成果文件在評審后不退回應(yīng)征人。應(yīng)征人不得將方案用于本項目以外的任何項目。
（3）The authorization right of all the resulting documents that participate in this solicitation activity belong to applicants,but all the resulting documents after evaluation will not be returned to applicants.Applicants shall not use the proposals for other projects outside of this project.
（四）入圍應(yīng)征人的方案的所有權(quán)及知識產(chǎn)權(quán)歸征集人所有。入圍應(yīng)征人享有方案的署名權(quán)。
（4）Right of ownership and intellectual property of proposals from shortlisted applicants belong to the solicitor.Shortlisted applicants are entitled to the authorization right of the proposals.
（五）征集人有權(quán)在評審結(jié)束公布評審成果后，通過傳播媒介、專業(yè)雜志、書刊或其他形式無償使用所有成果文件進(jìn)行評價、展示、宣傳咨詢成果。
（5）The solicitor has the right to use all the resulting documents for evaluating,displaying freely,and publicizing the consultation results through media,specialist magazines,books and other forms at the end of the review process and after announcing review results.

（四）項目征集內(nèi)容及服務(wù)要求：包括成華區(qū)“金色中環(huán)”策劃規(guī)劃一體化概念方案編制等內(nèi)容，要求統(tǒng)籌考慮總體策劃和總體規(guī)劃，形成策劃與規(guī)劃相融合、功能品質(zhì)與空間形態(tài)相契合的總體方案。策劃部分能清晰、完整地表達(dá)策劃創(chuàng)意的思路、目標(biāo)、愿景和實施路徑，具有可行性、可落地性及可持續(xù)性；規(guī)劃部分應(yīng)達(dá)到控規(guī)調(diào)整深度。中選機(jī)構(gòu)應(yīng)按照評審小組及相關(guān)部門意見，結(jié)合所有入圍單位的方案對其應(yīng)征方案進(jìn)行深化完善并形成總體方案，按照相關(guān)部門要求編制“金色中環(huán)”十四五規(guī)劃、三年行動計劃和年度工作計劃，相關(guān)成果需通過有關(guān)職能部門審查，滿足有關(guān)職能部門審查的會議紀(jì)要及批復(fù)等文件要求，并完成后續(xù)咨詢服務(wù)等工作（具體詳見技術(shù)任務(wù)書）。
(4)Content of project solicitation and service required:include content such as the complication of Planning-Constructing Integrated Conceptual Schemes of the“Jin Se Zhong Huan”at Chenghua District,Chengdu；taken into full account of the overall planning and constructing to create an aggregate plan that integrates planning and constructing,functional quality,and spatial form.The planning part of the project should clearly and fully express the creative thinking of the plans,goals,vision,and ways of implementation that are also feasible,implementable,and sustainable;The constructing part of the project should reach the level required of the adjustment of detailed regulatory planning.The selected unit should further refine its application proposal to come up with an aggregate plan according to suggestions made by the review group,relevant departments,and plans put forth by other shortlisted units,compile the fourteen-fifteen planning for the“Jin Se Zhong Huan”,a three-year action plan and an annual work plan.Relevant results need to be reviewed by relevant functional departments,meeting relevant functional departments’documentation requirements for meeting minutes and approval reply and finish the subsequent work such as consultation service(refer to Assignment for Technical Design for details).

(4)港、澳、臺地區(qū)應(yīng)征人須滿足中國境外應(yīng)征人資格要求。
2.中國境外應(yīng)征人須滿足以下資格要求：
(1）經(jīng)合法注冊且在有效期內(nèi)的合法營業(yè)證明。

1.滿足要求的應(yīng)征人可獨立參與，也可組成聯(lián)合體參與。聯(lián)合體應(yīng)征時，須提供聯(lián)合體協(xié)議書，組成聯(lián)合體的成員（含牽頭單位）不得超過3個，聯(lián)合體各方在本項目中以自己名義單獨應(yīng)征或者參加其他聯(lián)合體應(yīng)征的，相關(guān)應(yīng)征申請均無效。
1.Applicants who meet the requirements can participate as an independent unit or consortium.When applying as a consortium,applicants should provide consortium agreements,and there can be at most three members(including the lead unit)in a consortium;all member units forming consortium shall not participate in the solicitation alone in their own name,nor can they join other consortia in this project.
2.聯(lián)合體應(yīng)征時，由策劃單位提供策劃類似業(yè)績，規(guī)劃單位提供規(guī)劃類似業(yè)績。
2.When applying as a consortium,the planning unit should provide proof of relevant achievements in planning,and the constructing unit should provide proof of relevant achievements in constructing.
3.獨立參與的中國境內(nèi)港、澳、臺地區(qū)應(yīng)征人或中國境外應(yīng)征人如不具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)，需在中選后聯(lián)合一家具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)的規(guī)劃機(jī)構(gòu)完成后續(xù)方案優(yōu)化工作。
3.For independent applicants from Hong Kong,Macao and Taiwan or outside China who do not possess Grade-A qualifications for urban and rural planning,they shall,after being selected,cooperate with a constructing agency with Grade-A qualifications for urban and rural planning to complete the follow-up scheme optimization work.

（一）本次征集活動獲取資格預(yù)審入圍文件的時間為：2022年4月19日至2022年4月28日，上午9:00至12:00，下午13：30至17:00（北京時間，下同）。
(1)Time to acquire preliminary qualification review documents for shortlisted units in this solicitation activity:April 19th,2022 to April 28th,2022 9:00 to 12:00,13:30 to 17:00(Beijing Time).
（二）凡有意參加本次征集活動的應(yīng)征人，可自行選擇網(wǎng)絡(luò)報名或現(xiàn)場報名的方式參與。
(2)Applicants interested in participating in this solicitation activity may choose either an online or on-site sign-up method to participate.

6.保密承諾函（以征集人提供格式為準(zhǔn)，應(yīng)征人需按要求完善信息并簽章后視為有效）。以上第2、3、4項資料收簽章的復(fù)印件，第1、5、6項收原件。
6.Commitment letter of confidentiality(subject to the format provided by the solicitor,and the letter shall be deemed valid when the applicant completes the required information with signature and seal).The second,third and fourth documents listed above need copies of their signatures and seals to be accepted,and the first,fifth,and sixth documents need original documents to be accepted.
（四）獲取資格預(yù)審入圍文件所提供的資料為非中文資料，須提供中文翻譯件。
(4)If the materials needed for acquiring prequalification review documents for shortlisted units is not in Chinese,a Chinese translation must be provided.
（五)通過資格預(yù)審獲得入圍資格后，應(yīng)征人資格不能轉(zhuǎn)讓且不得變更。
(5)After passing the prequalification review and getting the shortlisted qualification,applicants cannot transfer or make changes to their eligibility.

征集流程Solicitation Procedures
（一）按照公開、公平、公正、誠實信用的原則，面向中國境內(nèi)外公開征集策劃規(guī)劃一體化概念方案。本次方案征集分為三個階段。第一階段為資格預(yù)審入圍；第二階段為方案初步評審；第三階段為方案最終評審。
（1）Based on principles of openness,fairness,and honesty,the solicitor is conducting a public solicitation that looks for planning-constructing integrated conceptual schemes from both inside and outside China.The proposal solicitation is divided into three stages.The first stage is the prequalification review for shortlisted units;the second stage is the preliminary proposal review;the third stage is the final proposal review.
（二）第一階段：資格預(yù)審入圍
（2）First stage:prequalification review for shortlisted units
經(jīng)資格預(yù)審評審小組評審，遴選出3家入圍單位參加第二階段評審。
Three units will be selected and shortlisted to enter the second review stage after being evaluated by the prequalification review group.
（三）第二階段：方案初步評審
（3）Second stage:preliminary proposal review
初步評審小組對入圍單位提交的方案進(jìn)行評審，總評分≥60分的應(yīng)征人進(jìn)入第三階段評審。
Shortlisted applicants who earn a total score over 60 enter the third review stage after their submitted proposals are evaluated by the preliminary review group.
（四）第三階段：方案最終評審
(4)Third stage:final proposal review
最終評審小組對進(jìn)入第三階段評審的入圍單位進(jìn)行最終評審并進(jìn)行中選候選人排序和確定中選機(jī)構(gòu)。
The last review group will conduct the final evaluation for shortlisted units who entered the third review stage,rank the selected candidates,and decide on selected units.

征集費用Solicitation Fee
本次征集費用均以人民幣為計算單位，第一名獲得中選方案費用330萬元（含稅），后續(xù)方案深化及咨詢服務(wù)費200萬元（含稅）；第二名獲得補(bǔ)償費315萬元（含稅）；第三名獲得補(bǔ)償費300萬元（含稅）；經(jīng)過方案初步評審小組評審后，總評分＜60分的入圍單位獲得補(bǔ)償費20萬元（含稅）。策劃規(guī)劃一體化概念方案如涉嫌抄襲、雷同或侵犯他人知識產(chǎn)權(quán)，一切法律責(zé)任自行承擔(dān)。
The calculating unit for the solicitation fee is calculated in RMB;the top one organization(applicant)shall receive 3 million RMB for their selected proposal(including taxes),2 million RMB for a consultation service fee and further proposal optimization(including taxes);second place shall receive a compensation fee of 3.15 million RMB(including taxes);third place shall receive a compensation fee of 3 million RMB(including taxes);After proposals are being reviewed by the preliminary review group,shortlisted units which receive a total score lower than 60 shall receive a compensation fee of 2 hundred thousand RMB(including taxes).Applicants shall bear the full legal liabilities if the planning-constructing integrated conceptual proposals involve plagiarism,duplication,or infringement on others’intellectual property.

知識產(chǎn)權(quán)Intellectual Property
（一）由征集人提供的資料、軟件、成果文件及過程性文件和相關(guān)其他物品，其所有權(quán)（包括知識產(chǎn)權(quán)）等合法權(quán)益歸征集人。未經(jīng)征集人書面同意，應(yīng)征人不得擅自使用或交由任何第三方使用前述資料、軟件和其他物品，否則，應(yīng)征人應(yīng)承擔(dān)由此產(chǎn)生的所有責(zé)任并賠償征集人因此遭受的所有損失。
(1)Right of ownership(including intellectual property)and other legal rights of the information,software,resulting and progressive documents and other relevant materials provided by applicants belong to the solicitor.Without permission from the solicitor in written form,applicants shall not use the fore-mentioned information,software,and other materials unauthorized;otherwise,applicants shall bear full liabilities that come with it and compensate the resulting losses incurred by the solicitor.
（二）應(yīng)征人保證提交給征集人的圖紙、相關(guān)文件、資料、方案等項目成果（包括中期和最終成果）以及實現(xiàn)該成果所使用的必要方法不侵犯征集人和任何第三方的合法權(quán)益（包括但不限于專利權(quán)、商標(biāo)、著作權(quán)、服務(wù)標(biāo)記、商業(yè)秘密、公民的肖像權(quán)等），否則，應(yīng)征人應(yīng)承擔(dān)由此產(chǎn)生的所有責(zé)任并賠償征集人因此遭受的所有損失。
（2）Applicants should ensure that the project results(including interim and final results)such as the layout design,relevant documents,materials,proposals,and necessary methods needed to achieve the result do not infringe on the solicitor and any other third party’s legal rights(including but not limited to patent,trademarks,copyrights,service marks,business secrets,portraiture rights,etc.);otherwise,applicants shall bear full liabilities that come with it and compensate the resulting losses incurred by the solicitor.
（三）所有參加本征集活動的成果文件署名權(quán)歸應(yīng)征人所有，但所有成果文件在評審后不退回應(yīng)征人。應(yīng)征人不得將方案用于本項目以外的任何項目。
（3）The authorization right of all the resulting documents that participate in this solicitation activity belong to applicants,but all the resulting documents after evaluation will not be returned to applicants.Applicants shall not use the proposals for other projects outside of this project.
（四）入圍應(yīng)征人的方案的所有權(quán)及知識產(chǎn)權(quán)歸征集人所有。入圍應(yīng)征人享有方案的署名權(quán)。
（4）Right of ownership and intellectual property of proposals from shortlisted applicants belong to the solicitor.Shortlisted applicants are entitled to the authorization right of the proposals.
（五）征集人有權(quán)在評審結(jié)束公布評審成果后，通過傳播媒介、專業(yè)雜志、書刊或其他形式無償使用所有成果文件進(jìn)行評價、展示、宣傳咨詢成果。
（5）The solicitor has the right to use all the resulting documents for evaluating,displaying freely,and publicizing the consultation results through media,specialist magazines,books and other forms at the end of the review process and after announcing review results.
