一、項目說明

3.項目背景Project background
2019年5月，廣佛兩市政府簽署《共建廣佛高質(zhì)量發(fā)展融合試驗區(qū)備忘錄》，共建“1+4”高質(zhì)量融合發(fā)展試驗區(qū)。2020年9月，廣州荔灣和佛山南海兩區(qū)共同舉辦“廣佛新城?科創(chuàng)智谷——廣佛融合示范區(qū)規(guī)劃”研討會，并簽訂合作備忘錄，提出在廣佛“1+4”高質(zhì)量融合發(fā)展試驗區(qū)基礎(chǔ)上，積極開展深化合作，在兩地接壤的邊界咬合地區(qū)劃定70平方公里范圍共建廣佛新城，探索生態(tài)、產(chǎn)業(yè)、交通、服務(wù)等方面的“全域、全線、全面”融合發(fā)展，以構(gòu)建“共謀、共建、共治、共享”的協(xié)同格局。
In May 2019, the municipalities of Guangzhou and Foshan signed the "Memorandum on Co-construction of Guangzhou-Foshan High-quality Integrated Development Pilot Zone" to jointly build a "1+4" high-quality integrated development pilot zone. In September 2020, Guangzhou Liwan District and Foshan Nanhai District jointly held a seminar on "Guangfo New City? Technology Innovation and Intelligence Valley-Guangfo Integration Demonstration Zone Planning" and signed a memorandum of cooperation to propose a“1+4” high-quality integrated development pilot zone, actively cooperate for deep collaborations, delimit 70 square kilometers in the border area to jointly build Guangfo New City, and explore the fully comprehensive cooperation in the aspects of ecology, industry, transportation, and services. to build a collaborative pattern of "Collaborative, Constructive, Collegial, and Sharing ".
為切實推進(jìn)廣佛高質(zhì)量融合發(fā)展從“市級共建”走向“區(qū)級共融”，讓荔灣南海從“跨界”走向“無界”，兩區(qū)政府共同選擇廣佛灣地區(qū)組織開展“廣佛灣概念規(guī)劃和城市設(shè)計國際咨詢”，高站位、高品質(zhì)、高標(biāo)準(zhǔn)地打造廣佛新城的標(biāo)桿。
In order to effectively promote the high-quality integration development of Guangzhou-Foshan from "Municipal Co-construction" to "District-level Co-fusion", and make Liwan Nanhai transform from "cross-border" to "unbounded", the two district governments jointly select Guangfo Bay area to organize the“International Consultation for the Conceptual Planning and Urban Design of Guangfo Bay” to create a benchmark for Guangfo New City with high positioning, high quality and high standards.
廣佛灣位于廣州荔灣和佛山南海交界地區(qū)，以廣佛河為界，南側(cè)為荔灣海龍圍、北側(cè)為南海大瀝，歷史上就是廣佛聯(lián)系的橋梁，民間交往密切，在粵港澳大灣區(qū)和廣佛同城建設(shè)背景下，該地區(qū)有望從“兩市的邊緣”走向“同城的核心”，打造成為“產(chǎn)、城、景、人、文”和諧共融的示范區(qū)，充分實現(xiàn)地區(qū)的潛在價值，進(jìn)而推動兩區(qū)的協(xié)同發(fā)展。
Guangfo Bay is located at the junction of Guangzhou Liwan and Foshan Nanhai. It is bounded by Guangfo River, Liwan Hailongwei on the south and Nanhai Dali on the north. It has historically served as a bridge between Guangzhou and Foshan. The non-governmental exchanges are very close. Under the background of Guangdong, Hong Kong and Macau Greater Bay Area and construction of Guangfo city, the area is expected to move from the“edge of the two cities” to“core of the same city” and become a demonstration area of harmonious integration of“industry, city, landscape, human and culture”, and fully realize the regional potential value, and then promote the coordinated development of the two districts.
4.主要工作任務(wù)（最終要求以資格預(yù)審后正式發(fā)布的《設(shè)計任務(wù)書》為準(zhǔn)）
Main design tasks (the final requirements are subject to the officially released " Design specification " after the pre-qualification)
（1）咨詢階段設(shè)計范圍及主要工作內(nèi)容
Design scope and main work content in the consultation stage
本次國際咨詢設(shè)計內(nèi)容包括兩部分：
The international consultation design of this project includes two parts:
①概念規(guī)劃及總體城市設(shè)計：規(guī)劃范圍涉及荔灣海龍、南海鹽步等地區(qū)，包含但不限于以下范圍：以佛山一環(huán)高速、貴廣南廣鐵路、穗鹽路、花地河、龍溪大道、西環(huán)高速、海中路、清風(fēng)路等為界，總面積約23km2，其中荔灣區(qū)約11km2，南海區(qū)約12km2。（范圍詳見圖1規(guī)劃范圍示意圖）
Conceptual planning and Overall urban design: Planning scope involves Liwan Hailong, Nanhai Yanbu and other areas, Include but not limited to the following scope: Foshan First Ring Expressway, Nanguang-Guiguang Railway, Suiyan Road, Huadi River, Longxi Avenue, West Ring Expressway, Haizhong Road, Qingfeng Road, the total site area is about 23km2, including about 11km2 in the Liwan District, and 12km2 in the Nanhai District. (refer to the Schematic Diagram of Planning Scope in Figure 1 for details)
概念規(guī)劃及總體城市設(shè)計工作內(nèi)容包括但不限于：從區(qū)域宏觀層面出發(fā)，加強(qiáng)區(qū)域銜接，發(fā)掘在地特色，對廣佛灣地區(qū)的目標(biāo)愿景、功能定位、產(chǎn)業(yè)選擇、空間結(jié)構(gòu)、用地布局、綜合交通、公服配套、景觀風(fēng)貌、特色營造、城市更新等方面進(jìn)行研究，提出概念規(guī)劃方案，并開展總體城市設(shè)計。
The work scope of the conceptual planning and overall urban design includes but not limited to the followings: Starting from the regional level, exploring local characteristics, strengthening regional connections, research on the target vision, functional positioning, industry selection, spatial structure, land layout, transportation system, supporting facilities, landscape pattern, characteristic construction and urban renewal aspects of the Guangfo Bay area. Propose conceptual planning scheme and develop overall urban design.
②重點地區(qū)城市設(shè)計：在重點地區(qū)范圍內(nèi)自行選定不少于3個重要節(jié)點（重要節(jié)點的選擇應(yīng)重點考慮兩區(qū)重要產(chǎn)業(yè)發(fā)展平臺以及適宜兩區(qū)共建的區(qū)域，每個重要節(jié)點的城市設(shè)計范圍不小于2km2）開展城市設(shè)計，重點地區(qū)范圍包含但不限于以下范圍：西至佛山一環(huán)高速，東至花地河、西環(huán)高速，北至鹽秀路、穗鹽路，南至寶石西路、龍溪大道，總面積約13km2，其中荔灣區(qū)約7km2，南海區(qū)約6km2。（范圍詳見圖1規(guī)劃范圍示意圖）
The urban design scope of key areas: Select no less than three key nodes in the key area (every key node needs to cover the important industrial development platform of the two areas and the suitable region for the joint establishment of the two areas, the range of urban design for every key node should be no less than 2km2) to conduct urban design. The range of key areas includes but not limited to the followings: Foshan First Ring Expressway in the west, Huadihe in the east, Xihuan Expressway, Yanxiu Road and Suiyan Road in the north, the Baoshixi Road and Longxi Avenue in the south, with a total land area of 13km2, of which Liwan District is about 7km2 and Nanhai District is about 6km2. (refer to the Schematic Diagram of Planning Scope in Figure 1 for details)
重點地區(qū)城市設(shè)計工作內(nèi)容包括但不限于：針對重要節(jié)點進(jìn)行深入的現(xiàn)狀調(diào)研摸查，對其功能定位、空間形態(tài)、公共空間、交通組織和景觀節(jié)點等方面內(nèi)容進(jìn)行詳細(xì)城市設(shè)計，并形成城市導(dǎo)控和實施建議。
Work content of urban design scope for Key areas includes but not limited to: The In-depth investigation on the current status of key nodes, and detailed urban design on their functional locations, spatial forms, public spaces, traffic organization and landscape nodes to form suggestions for urban control and implementation.

（2）深化設(shè)計工作要求
Requirements for deepening design development after consultation
在咨詢階段規(guī)劃設(shè)計成果的基礎(chǔ)上，吸收其他入圍設(shè)計單位方案的優(yōu)點，并根據(jù)專家評審意見、組織單位及相關(guān)部門意見等，修改完善方案，同時需承擔(dān)因?qū)彶槌霈F(xiàn)的方案修改工作，配合組織單位的方案匯報、公眾參與、宣傳等相關(guān)工作，提供相關(guān)的設(shè)計資料和技術(shù)支持。所有設(shè)計圖紙深度必須達(dá)到國家、廣東省、廣州市和佛山市有關(guān)規(guī)定要求。具體包括以下兩項工作：
On the basis of the planning and design deliverables of the consultation stage, absorb the advantages of other shortlisted design units, and modify and improve the scheme based on expert evaluation opinions, the opinions of the organizer and related departments, etc., and at the same time, amend the scheme after evaluation, and cooperate with the organizer for project report, public participation, publicity and other related work, provide relevant design materials and technical support. The depth of all design drawings must meet the relevant requirements of China, Guangdong Province，Guangzhou and Foshan Municipality. Specifically include the following two tasks:
①對廣佛灣概念規(guī)劃方案進(jìn)行調(diào)整和深化設(shè)計，最終達(dá)到分區(qū)規(guī)劃層面的概念規(guī)劃深度和總體城市設(shè)計要求；
Adjustment and design development for Guangfo Bay conceptual planning scheme, to finally achieve the depth of the conceptual planning requirements and the overall urban design requirement at the level of zoning plan;
②對重點地區(qū)范圍進(jìn)行城市設(shè)計優(yōu)化深化，最終成果達(dá)到控制性詳細(xì)規(guī)劃層面的城市設(shè)計深度要求(含城市設(shè)計導(dǎo)則編制)。
Improving and deepening the urban design of key areas, to finally achieve the regulative detailed planning depth requirements（Including urban design guidelines）.
二、咨詢規(guī)則
II, CONSULTATION RULES
本次國際咨詢工作分為兩個階段進(jìn)行：第一階段為資格預(yù)審；第二階段為方案設(shè)計。
The international consultation work is divided into two stages: the first stage is pre-qualification; the second stage is scheme design.
1.第一階段——資格預(yù)審The first stage——pre-qualification
（1）本次國際咨詢采用公開咨詢的方式，公開接受符合資格條件的國內(nèi)外設(shè)計單位（包括聯(lián)合體，下同）的申請。
The open consultation mode is adopted for this international consultation, which the consultation openly accept applications from domestic and International design units (including consortium, the same below) that meet the qualification requirements for participation.
（2）由資格預(yù)審委員會對申請單位提交的資格預(yù)審申請文件進(jìn)行審查，采用記名投票方式擇優(yōu)評選出5家入圍設(shè)計單位進(jìn)入第二階段方案設(shè)計階段。
The qualification evaluation committee evaluates the pre-qualification application documents submitted by the applicants. Five shortlisted design units will be selected by registered voting to shortlist for the second stage which is the scheme design stage.
（3）擇優(yōu)評選出的5家入圍設(shè)計單位將收到由組織單位發(fā)出的入圍邀請函。
The five shortlisted design units will receive shortlisting invitation letters from the organizer.
2.第二階段——方案設(shè)計The second stage——scheme design
（1）5家入圍設(shè)計單位按后續(xù)發(fā)布的《國際咨詢技術(shù)文件》要求開展設(shè)計工作，并按時提交正式設(shè)計成果文件。每家限報1個設(shè)計方案，入圍設(shè)計單位以外的設(shè)計單位報送的設(shè)計方案將不予受理。
The five shortlisted design units shall carry out design work in accordance with the requirements of the“International Consultation Technical Documents” subsequently issued and submit the formal design deliverable on time. Each unit shall submit only one design scheme. The design scheme submitted by a design unit other than the shortlisted units will not be accepted.
（2）由方案評審委員會對提交的所有設(shè)計方案進(jìn)行評審，采用記名投票方式評選出2-3個優(yōu)選方案（優(yōu)選方案數(shù)量由方案評審委員會根據(jù)設(shè)計方案優(yōu)劣情況確定）。
The evaluation committee will evaluate all the submitted design schemes and select two or three schemes as the excellent schemes of this consultation by means of registered voting. (The scheme evaluation committee will determine the number of excellent schemes according to the quality of the design schemes).
（3）組織單位將根據(jù)優(yōu)選方案的專家評審意見、相關(guān)職能部門意見以及優(yōu)選方案設(shè)計單位的綜合實力等因素進(jìn)行綜合評價，上報兩區(qū)政府對優(yōu)選方案進(jìn)行審議，確定深化單位。由深化單位完成后續(xù)深化設(shè)計工作。如優(yōu)選方案難以達(dá)到本次國際咨詢目的，深化單位可以空缺。
The organizer will comprehensively evaluate the excellent schemes based on the expert review comments, opinions of relevant functional departments, and the comprehensive strength of the excellent scheme design units, then report to the two district governments to evaluate the excellent schemes and determine one of the excellent schemes as the deepening scheme, this unit will be the unit to further deepen the design (deepening unit). The deepening unit will complete the subsequent design development. If it’s difficult for the excellent schemes to achieve the purpose of this international consultation, the deepening scheme can be vacant.
深化單位不能履約或放棄深化設(shè)計工作的，保證金不予退還。組織單位可以按照《國際咨詢技術(shù)文件》規(guī)定、專家評審意見及相關(guān)職能部門意見，重新選擇其它優(yōu)選方案的單位為深化單位，或深化單位空缺。
If the deepening unit fails to fulfill the contract or gives up, the security deposit will not be returned. The organizer may, in accordance with the provisions of the Technical Document of the Consultation, the comments of experts and relevant functional departments, re-select one of the excellent schemes as the deepening scheme, or the deepening scheme is vacant.
三、資格條件要求
III, REQUIREMENTS OF PARTICIPATION QUALIFICATION
（1）必須具有經(jīng)合法注冊并在有效期內(nèi)的營業(yè)執(zhí)照或開業(yè)證明；中國境內(nèi)注冊的設(shè)計單位必須具有獨立法人資格；有以下關(guān)系的設(shè)計單位，不得同時參加：?法定代表人為同一個人的兩個及兩個以上法人；?母公司、全資子公司及其控股公司。
There must be a legally registered and valid business license or business certificate; design units registered in China must have independent legal persona. Design units that have the following relationships may not participate at the same time:? The legal representatives of two or more legal persons are of the same person;? The parent company, wholly owned subsidiary and its holding company.
（2）中國內(nèi)地設(shè)計單位必須具備城鄉(xiāng)規(guī)劃編制甲級或以上資質(zhì)，并具有類似項目城市設(shè)計經(jīng)驗。
Design units of mainland Chinese must have Grade A or above qualification for urban and rural planning and have urban design experience for similar projects.
（注：因國家機(jī)構(gòu)改革，原城鄉(xiāng)規(guī)劃資質(zhì)證書頒發(fā)部門中華人民住房和城鄉(xiāng)建設(shè)部已不再受理規(guī)劃資質(zhì)的延續(xù)和申報，原有規(guī)劃資質(zhì)可作為參考，有效期不作強(qiáng)制要求。）
(Note: Due to the reform of national institutions, the former issuer of Urban-Rural Development Planning Qualification, the Ministry of Housing and Urban-Rural Development of the People’s Republic of China, is no longer accepting the renewal and application of planning qualifications. The original planning qualifications can be used as reference, and the validity period is not mandatory.)
（3）國外或港澳臺地區(qū)設(shè)計單位須在國際上有較高知名度，并具有類似項目城市設(shè)計經(jīng)驗；
Design units from foreign countries, Hong Kong, Macao and Taiwan regions must be fairly well-known in the world and have similar project design experiences.
（4）本項目接受聯(lián)合體形式報名，聯(lián)合體成員不超過2家單位。聯(lián)合體的所有成員必須同時滿足上述要求，聯(lián)合體報名時須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體的主體單位。聯(lián)合體各成員簽訂《聯(lián)合體協(xié)議書》后，不得再以自己名義單獨報名，也不得組成新的聯(lián)合體或參與其他聯(lián)合體的報名，否則報名無效。
This consultation accepts participation in form of consortium, with no more than 2 members. All the members of the consortium must meet the above requirements. The consortium agreement must be jointly signed by all members of the consortium, and a main member is determined in the agreement. The consortium must submit a consortium agreement, and the main member of the consortium should be defined in the agreement. After the members of the consortium have signed the Consortium Agreement, they can no longer participate in its own name, nor can they form a new consortium or participate in other consortium, otherwise their qualifications of participation will be invalid.
四、日程安排
IV, CONSULTATION SCHEDULE
1.2021年3月25日–4月8日：發(fā)布公告，接受設(shè)計單位提交資格預(yù)審申請文件。
Mar.25th-Apr.8th, 2021: Announcement will be issued to accept the design unit to submit prequalification application documents.
2.2021年4月16日：對資格預(yù)審申請文件進(jìn)行評審，確定入圍設(shè)計單位。
Apr.16th, 2021: Evaluate the pre-qualification application documents and confirm the shortlisted units.
3.2021年4月21日–7月19日：入圍設(shè)計單位開展方案設(shè)計工作，設(shè)計周期約90個日歷天。
Apr.21st-Jul.19th, 2021: Shortlisted design units start to work on scheme designing, and the consultation design cycle is about 90 calendar days.
4.發(fā)布會暨現(xiàn)場踏勘時間計劃安排在2021年4月27日。
The press conference and site surveying are scheduled on Apr.27th, 2021.
5.中期匯報會時間計劃安排在2021年6月2日。
The interim report meeting is scheduled for Jun.2nd, 2021.
6.專家評審會時間計劃安排在2021年7月21日。
The expert evaluation meeting is scheduled on Jul.21st, 2021.
7.組織單位保留調(diào)整日程安排的權(quán)利。受疫情影響，組織單位將對具體會議時間節(jié)點、形式作適時調(diào)整，屆時將以組織單位發(fā)布的通知為準(zhǔn)。
The consultation organizer reserves the right to adjust the consultation schedule. As affected by the Covid-19 epidemic, the organizer may duly adjust the dates and the ways to the specific meeting time as may be necessary, at that time, the notice issued by the organizer shall prevail.
五、咨詢費(fèi)用
V. CONSULTATION FEE
1.咨詢費(fèi)用Consultation fee
（1）成本補(bǔ)償費(fèi)Cost compensation fee
經(jīng)評定為有效方案的，每家入圍設(shè)計單位將分別獲得由組織單位支付的成本補(bǔ)償費(fèi)100萬元（人民幣，含稅，下同）；
If the scheme is evaluated as effective, each shortlisted unit will receive a cost compensation fee of RMB One million (RMB, including tax, the same below) paid by the organizer.
注：設(shè)計方案經(jīng)評審委員會評定為無效方案的入圍設(shè)計單位，將不能獲得成本補(bǔ)償費(fèi)。
Note: Shortlisted design units whose design schemes were evaluated as invalid by the scheme evaluation committee will not be eligible for the compensation for consultation cost.
（2）優(yōu)選獎金The excellence bonus
未被選為深化單位的優(yōu)選方案單位，將分別額外獲得由組織單位支付的優(yōu)選獎金80萬元。
The excellent schemes units who are not selected as the deepening unit will receive an additional bonus of RMB 800,000 paid by the organizer.
（3）深化設(shè)計費(fèi)用Deepening design fee
深化單位將額外獲得由組織單位支付的深化設(shè)計費(fèi)用300萬元（固定價，已包含深化單位完成深化設(shè)計工作的一切費(fèi)用）。
The shortlisted design unit whose scheme is selected as the deepening unit will receive an additional fee of RMB Three million paid by the organizer. (Fixed price, included fees for the deepening design work from deepening units included)
